Type and Purpose of Inspection Unannounced evaluation of compliance with EPA's construction stormwater general permit IV. Facility Description The site is a commercial building under construction that encompasses approximately 8acres. The site is on the corner north of Belmont Street and west of Hospital Drive. The site slopes generally down toward the south, and down towards both the east and west sides. The west side discharges towards Belmont Street; according to Mr. Flint, the catchbasins in this area drain to the Worcester combined sewerage system (and thence to the municipal sewage treatment plan). The east side drains to Hospital Drive and Belmont Street; according to Mr. Flint, the catchbasins in this area are a separate storm sewer that drains to Lake Quinsigamond. At the time of the inspection, construction was active. Nearly all of the site had been cleared and graded and the building foundation in the center of the site was partly complete. Several construction office trailers are situated just north and uphill of the main site. V. Inspection Mr. Spejewski and Mr. Flint arrived at the site unannounced at about 12:15 PM. A site worker directed them to the construction office trailers at the north side of the site. A. Opening Conference / Records Review At the trailers, they found Gerard Koferl, Superintendent for The Cardinal Group. Mr. Spejewski presented his credentials. Mr. Koferl was able to show on a computer the SWPPP and copies of operator site inspection reports. At Mr. Spejewski's request, a copy of one inspection report was emailed to him that day (a copy is saved in the inspection file). B. Facility Tour The area around the trailers was fairly flat and either covered with grass or a wooden walkway. A short slope down from the trailer area to the main site was stabilized. 2 ED_019088A_00019864-00002 Along the north side of the main site was a line of stockpiles. The western ones were partially covered with clear plastic sheeting. They all appeared to have been recently worked. The northern half of the west edge of the site was slightly below the surrounding terrain. The slope was protected with rip - rap where it was steep. Drainage running south along the border was protected generally with rip - rap; there were several storm drain inlets along the drainage that discharge to Worchester's Combined Sewerage System. Belmons Street, which receives discharge from the site, has storm drains; along the western half of the site they drain to the combined system, while those further east drain to Lake Quinsigamond. The southern edge of the site had silt fence just inside a chain - link fence along Belmont Street. There was a five - yard wide area of recently disturbed bare dirt next to the fence; otherwise there was either rip - rap or a couple - yard wide strip of well - established grass immediately inside the fence. Along much of the western part of the south edge, newly graded dirt sloped steeply down to the grass. There was no sign of significant sediment deposits against the fence. This area sloped down to the southwest corner of the site. According to Mr. Koferl, an underground infiltration chamber had been completed in this area, but was not yet connected. To the east, the site sloped down to the southeast corner. Belmont street was at or above the level of the site. An informal basin with rip - rap sides was located partly down the slope. Drainage ran down the slope to the east, through rip - rap / gravel, over a section of pre - existing pavement, and to a shallow informal basin in the southeast corner. The basin had silt fence along its outside border. Along the east side of the site, the southern half was sloped down to the east. A section had fiber netting with new grass growing through; the rest was covered by well- established grass. A catchbasin inlet at the foot of this slope was surrounded by silt fence; the surrounding area was established grass. Farther north, a large temporary detention basin was in place. A portable pump was next to the basin, with hoses leading to the southeast basin. The active site entrance was in the northeast corner. The entrance had a gravel and stone base. A truck was parked near the exit (facing out) and a worker was hosing it off. Mr. Koferl said trucks were washed off before leaving. The wash area drained to the temporary basin. D. Closing Conference Mr Spejewski and Mr. Fox thanked Mr. Koferl for his time and left the site.
