OEQ^OBA-lPASSSErBG INTERDEPARTMENTAL COMMUNICATION TO: FROM: Mr. M. F. Fink J# D# Rauch SUBJECT: ASBESTOS CONTROL PROGRAM date. February 14, 1973 Location: yigard LOCATION: Akron cc: Mr. K. B. Hollingsworth - Wilmington Mr. H. W. Peele - Wilmington Mr. Bob Schifferle - Akron This Is regarding Information attached to your memo of 2/8/73. v 1. We have had asbestos monitor checks In our Joint System operation in October of 1972 by N.Y. State, January of 1973 by Union Carbide, and Feb. 1973 by the U. S. Department of Labor acting for OSHA. See my report of 2/9/73. 2. According to this item we must recheck the asbestos levels every 6 months. We will arrange to have sampling tests again in July or August of 1973. I would hope to have our new dust collection installation completed by this time so that these test will be more meaningful. 3. We will order a number of signs to post at the Joint System Plant doorways and in the operating areas where asbestos may exceed the exposure limits. 4. I have several questions regarding these two Standards. First, we "must & provide placement, annual, and termination medical examination for those exposed 5. to asbestos." Does this apply to everyone, no matter how long they are exposed? When we have a Joint System Department employee on vacation or ill we bring In a yard employee to fill In the vacancy. Does this replacement employee have to have the three.Indicated medical examinations? If so, I would assume that anyone else exposed to the area, such as supervisors, quality control employees, watchmen, truckdrivers, etc. would also have to have the same medical examinations. Would this also apply to Item 5 regarding personal records? As I have stated, we expect a full OSHA Inspection In the near future due to our recent asbestos testing. If we have to have some of the records and programs In effect before this inspection we had better get started. May we have your comments please. ! < k SGP 0006723
