FO R M A TIO N The American Industrial Hygiene Associate was formed in 1939 by leading industrial hygienis as a result of heed for an association dewfced e: clusiveiy to . industrial hygiene by .the rapidly ii creasing number of full-time industrial hygienic and other concerned with problems o f induatrii hygiene. This Association was not intended to n place the industrial hygiene activities of such Asst ciations as the. American Public Health Aseociattm American Chemical Soeiety.and American Inatitut of Mining and Metallurgical Engineers, but rathe to provide an organization that would embrace a! activities related to industrial hygiene. OBJECTIVES The objectives of the Association as stated in tin Constitution are : 3. To increase the knowledge of industrial hy gtene: through interchange and dissemination ol information. 2 To promote the study and control of environ mental factors affecting the health and well-being of industrial workers. 3. To correlate such activities as are conducted by individuals and agencies throughout industrial, iedueational and governmental groups, 4. To bring together persons interested in the various phases of industrial hygiene. ACTIVITIES Some of the activities in carrying out these ob jectives a r e : 0 > Representation of industrial hygienists -- The Association speaks ox acts for industrial hy gienists .in matters of general interest as .* (a) Dissemination of information on the fun damentals of industrial hygiene; (b) Definition of ..the scope of industrial hy giene.. .1 y (c) Development of nomenclature in indus trial hygiene. <d) Improvement of the education, training', jf and status of industrial hygienists. (e) Solutions of problems of industrial hy giene in national and other emergencies, in part by encouraging the optimum use i of available industrial hygienists and the : training of new ones. i (f) Cooperation with various organizations as the American Standards Association and governmental agencies in the preparation of various codes and approval schedules. (g) Presentation of awards to members of the Association for outstanding service in the i field of industrial hygiene. \ (2 ) Meeting : One meeting per year is held by the Association, and .each of the Local Sections i of the Association holds several meetings per year. The knowledge of industrial hygiene is increased by the information presented in the carefully se lected scientific talks on new discoveries and devel opments. Information is disseminated not only by these talks, but also by loss formal discussions among individuals and groups, and by scientific and i: commercial exhibits of high quality. The information disseminated and acquired at these meetings unquestionably encourages the study and control of environmental factors affecting the health and well-being of industrial workers,'and aidB in correlating the activities of various individuals and agencies. A list of the annual meetings of the Association follows. These have heen joint meetings with the American Association of Industrial Physicians and i Surgeons and, in some instances, with other organi \ zations as well. The National Conference of Indus $ trial Hygienists joined the group in 1943 for its 6th annual meeting } the American Association of In dustrial Nurses in 1944 for its 2nd annual meeting ; j and the American Association o f Industrial Dentists in 1946 for its 3rd annual meeting. This practice of holding joint meetings has the advantage of provid ing opportunities for personal contacts and 'ex changes of information in closely related fields. MEMBERSHIP. A s stated in the Constitution in Article H, Sec tion 1 ! -`The Board of Directors may elect to mem bership in the Association reputable persons who hare been engaged in some form o f industrial-hy giene activity for at least three years and have been graduated from an accredited school of college grade or have had equivalent training, : Graduate study may be accepted in place of part or ail of the required period of industrial-hygiene activity.*' On Mareh 1, 1949, there was adopted a new membership application blask which explains in some detail the present interpretation of the mem bership requirements quoted above. A copy of this blank is available upon request from the Executive Secretary. Any person having a professional interest in in dustrial hygiene may become an associate member of a local section, entitled to all the- privileges of membership in the section except the right to be come an officer or enjoy the privileges of the nati.onal Association. Application for associate member ship in a local section should be made in toriting, including the names of two members or associate members of that local section. Table 1 shows the growth of the membership and the geographic distribution of the- present members. INSIGNIA The insignia or emblem of the Association Lis shown on the front cover of this book. This design, submitted by Oliver G. Stam, was selected by the Board of Directors at the Annual Meeting in 1943: from designs submitted hy various members. The design essentially is a composite illustration . of various (actual or symbolic) equipment used in such aspects of industrial hygiene as medical, chem ical and engineering. The X-ray tube symbolizes medicine and physics ; the retort, chemistry ; and the blower, engineering. Tebbens CO NSTITUTIO N A N D BYLAWS of the American industrial Hygiene Association Adopted July 15/ 1941 CONSTITUTION ARTICLE I Nam The name and title of this organization shall he AMERICAN INDUSTRIAL HYGIENE ASSOCIATION. ARTICLE II Object The object of the Association shall be to increase the knowledge of industrial hygiene through inter change and dissemination of information ; to pro mote the study and control of environmental fac tors affecting the health and well-being of industrial workers ; to correlate such nativities as are con ducted by individuals and agencies throughout in dustrial, educational and governmental groups ; and to bring together persne interested in the various phases of industrial hygiene. ARTICLE I U Membership Section 1 Members shall be'persona who are en gaged in industrial hygiene activities. Section 2. Approval by two thirds of the Board of Directors shall be required for election to member ship, ' ARTICLE IV Officers Section 1. The officers of the Association shall be' a president, a president-elect, a secretary and a treasurer. The President-elect, Secretary and Treas urer shall be elected annually by the members of the Association and shall serve until their successors 12 ore elected and installed. The President-elect sha automatically accede to the Presidency on eleotio and installation of his successor. (See Amendment No. 1 to Cnstiitution.) Section 2. An Executive Secretary may be aj pointed by the Board of Directors. He need not b a member of the Association and shall hold office the pleasure of the Board of Directors. Section 3. The President shall appoint such con mittees as are deemed necessary and shall automa ically become an ex-officio member of such con mittecs. The personnel of such Committees shall fc approved by the Board of Directors. ARTICLE V Administration Section 1. The Association shall be governed b the Board of Directors except as otherwise herei expressly provided. They shall delegate to an e; ecutive committee authority to administer the a fairs of the Association as set forth in the By Law Section 2. The Board of Directors shall consist < nine elective directors, the four officers, and the tv most recent past presidents. The President of tl Association shall serve as Chairman of the Boai of Directors. Section 3. Three elective directors shall be elect each year and each shall serve for a term of thr* years. Section 4. The Executive Committee shall consi of the four officers of the Association and the tv most recent past presidents. ARTICLE VI Local Groups and Affiliations Section 1. The Board of Directors Shall have tl power to foster the formation of Local Section The Board of Directors shall consider an applic tion from six or more members of the Associate to establish a Local Section and the Board of I rectors shall establish the geographical area of sw sections. Section 2. The Board of Direators may establi reciprocal relations with any local or national c ganization whose work and activities are. close allied to industrial hygiene. A group of this natu may become an affiliated society under conditio set up by the Board of Directors. 13 ARTICLE VII Amendment* Amendments to the Constitution may be proposed at any Annual Meeting and must receive a threefourths affirmative vote of the members present and voting. Proposed amendments must be circu lated to the voting membership -with a letter ballot. A three-fourths affirmative vote of all ballots re turned within thirty days shall be required for adoption. AMENDMENT No. 1 The Secretary and Treasurer shall be elected for a term of three years* Their tenure of office shall not run concurrently and each shall automatically become a member o f the Board of Directors for a period of three years after conclusion of their term of office. Note : This Amendment will apply to the Treas urer's office starting in 1&43 and to the Secretary's office starting in 1945. BYLAWS ARTICLE I Meeting* Section 1. The annual meeting of. the Associai shall be held at the time and place selected by Board of Director. In making, arrangements meetings, the Board of Directors shall, insofar a: feasible, Join or affiliate .with organizations t have a common interest. There-hall be at least < business session during the annual meeting. Section 2. Notice of all general meetings of Association shall be sent to the members by Secretary at least thirty days in advance of date set for them. Section 3. Twenty per cent of the members gible to vote shall constitute a quorum. Section 4. The Secretary, on direction of President, shall notify in writing each member the Board of Directors at least two weeks in vance of a meeting, as to the time, place, and p pose of the meeting of the Board .of Directors, majority of the Board of Directors shall constit a quorum. ARTICLE II Membership Section 1. The Board of Directors may elect membership in the Association reputable persi who have been engaged in some form of industi hygiene activity for at least three years and hi been graduated from an accredited school of < lege grade or have had equivalent training, Gr unte study may be accepted in place of part or all the required period of industrial hygiene activ: Section 2. Application for membership shall made on a form approved by the Board of Dir ors. Each applicant must be'sponsored by two m hers in good standing, one of whom resides in same geographical area as the applicant. Section 2. The dues shall be $3.00 per year. D become payable on the first day of January of ei year. (See Amendment No. 1 to Bylaws.) Section 4, Any member whose dues are unpaid March 1, is not in good standing, arid he shall hi 15 no vote. When the dues of any member shall not be paid within one year after they are due, his membership is automatically terminated. Section 6. Any member dropped for non-payment of dues may he reinstated at any time previous to the convening of the annual'meeting of the year following his delinquency by payment of dues in arrears and also dues for the current year. ARTICLE III Election of Officer* and Director* Section 1, Nominations for officers and elective directors shall be made by a nominating committee of three members to be appointed by the President, Each member of the Nominating Committee shall he from a different local section or geographical area. At least sixty days prior to the annual meet ing the Nominating Committee shall select two nom inees for each elective office and shall select five nominees for elective directors. The list of nomina tions shall be mailed to each member of the Asso ciation. The members will vote and return their bal-. lots not later than two weeks prior to the annual meeting. In making nominations for elective di rectors and officers, the Nominating Committee shall give consideration to maintaining on the Board of Directors a balance of representation from indusdustrial, governmental, educational, insurance and professional interests ; and from different geograph ical areas. Section 2. Installation of officers and directors shall take place at the last business session of the annual meeting. Upon expiration of the term of office of the President, he shall become a member of the Board o f Directors to serve two years. Section 3. The Board of Directors shall have the power to fill vacancies among the officers and di rectors to serve until the next annual meeting of the Association or until their successors axe elected. ARTICLE IV Duties of Officers Section 1. The President shall'preside at all meet ings of the Association and of the Board of Direct ors and shall perform such other duties as may he directed by the Board of Directors. He should keep in contact with developments in the field of indus trial hygiene and guide the Association in the for mulation of constructive activities. 16 Section 2. The Treasurer shall he the custodi of all monies of the Association, shall receive t monies due the Association, and shall pay all aut orized bills against the Association. He shall subn his accounts for audit at the meeting of the Boa of Directors held during the annual meeting a shall transmit to his successor in office all funds a property of the Association in his possession. 1 shall submit an annual report to the Assoc: tion in such form as may be determined by t Board of Directors. Should the Treasurer not able to perform the functions of his office, the S< r.etaTy shall assume the functions of that office. T Secretary and Treasurer shall be bonded in such amount as shall be determined by the Board of I rectors from year to year and in a company a proved by the Board of Directors. Expense of bo shall be borne by the Association. Section 3. The Secretary shall keep an accurz record of all the transactions of all meetings of t Association and of the Board of Directors; sh carry on the correspondence of the Associatio: and shall keep an accurate list of the members a their status. ARTICLE V Duties of the Board o f Directors and Executive Committee Section 1. The Executive Committee 3hall adm ister the affairs of the Association as delegated the Board of Directors. Any expenditures to be sessed against the funds o f the Association shall authorized by the Executive Committee prior their being incurred. The Executive Committee n authorize the President to approve the payment any regular items of expenditure up to tweaty-i dollars. It shall assist the President in carrying < 17 his activities It shall be responsible to the Board of Directors for its actions. Section 3. A Local Section council shall be estab lished. Two members shall be elected to this Council by each Local Section of the Association. The Pres* idnt shall call a meeting of this Council during the annual meeting and prior to the meeting of the Board of Directors. The Local Section Council shall communicate to -the President any desires of the Local Sections. The President shall present the ac tions o f the Local Section Council to the Board of Directors for their consideration. ARTICLE VI Committees Section 1. The President shall appoint a program committee, consisting of four members. The Pres ident-elect shall act as Chairman of the Program Committee and one of the members shall be the Ed itor or the Chairman of the Editorial Committee. The duty of the Program Committee shall be to provide the program for each meeting of the Asso ciation. Satisfactory abstracts of all papers offered for presentation ot the annual meeting shall be ob tained by the Program Committee at least sixty days prior to the date of the meeting. Section 2. The President shall appoint an ethics committee of three members, one member of which shall be a member of the Board of Directors. Upon recommendation of the Ethics Committee a mem bership may be terminaaed by the Board of Direct ors ; provided that a copy of the charge against the member shall be furnished to him in writing at least thirty days before the meeting at which action is taken. A three-fourths vote of all members of the Board of Directors shall be required to terminate membership. Section 3. All resolutions for submission to the Association shall be referred to the appropriate committee for study and recommendation. Section 4. The President shall appoint an editor ial committee. This Committee shall establish pro cedures -to carry out the editorial policies of the Association and may recommend to the Board of Directors that certain policies be established. Section 5. The President shall appoint members to serve and to represent the Association on com mittees formed by other organizations. 18 Section 6. The President shall appoint a publica tions committee to devise means and establish pro cedures for supplying members with copies of pub lished papers, translations, notes from members, and other items which may benefit the members of the Association. Section 7. The President shall appoint an award committee. This Committee may select a member or group of members of the Association to receive the American Industrial Hygiene Association Award. This Award shall be made in recognition of out standing service in the field of industrial hygiene and shall be presented not more frequently than once a year. Section 8. The President shall appoint such other committees as recommended by the Association or the Board of Directors. He shall appoint special committees at his own discretion to facilitate hand ling the affairs of the Association or its activities. Section 9. The membership of all committees ap pointed by the President shall, terminate with the close of the annual meeting. ARTICLE VII Local Section* Section 1. The officers of each Local Section must be members in good standing of the American In dustrial Hygiene Association. Section 2. The Constitution and Bylaws of each Local Section must be approved by the Board of Directors of the American Industrial Hygiene Association. ARTICLE VIII Amendments Section 1. Amendments to Bylaws may be pro posed at any annual meeting by a majority vote of the members present and voting. Proposed amend ments shall be circulated to the voting membership with a letter ballot. A majority of letter ballots re turned within thirty days shall be required for adoption. AMENDMENT No. 1 Effective October 1, 1946, the membership dues shall be $6.00 per year.
