Dear Leonard:
. The enclosed Surplus Property Declaration is the first of a series of three for the dismantling and removal of the old Number 1 Steam Plant located within the South Charleston Plant.
This Surplus Property Declaration is for the first phase, removal of all asbestos and other insulation from the equipment and piping. Since the steam plant has been shut down for some time, the insulation has deteriorated and requires immediate attention.
The estimated cost is $147M, and the work will be performed by an outside contractor specializing in asbestos removal. It is our intent to begin the work by no later than April 1, 1985, after proper notification of the Environmental Protection Agency by the plant. We therefore would appreciate approval from the division as soon as possible.
