No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the LBOC, LLC, IPRC Tank Battery which contained five (5) tanks, with two (2) tanks that are not in service. Section II - OBSERVATIONS I observed the facility sign and the facility, see Appendix 1 (photo log), photo No. 1 through photo No. 5. For additional GPS location information and photo metadata, see Appendix 1. I observed loose oil and produced water inside of secondary containment, see photo No. 6 and No. 7. I observed an open drain valve releasing the loose oil and produced water from inside secondary containment and the contaminated flow path outside of secondary containment, see photo No. 8 and No. 9. I observed the Langley #3 SWD behind the IPRC Tank Battery containing a pit with a Total Dissolved Solids reading of 6,945 mg/L, see photo No. 10 through photo No. 12. All TDS field readings observed throughout the inspection were taken with a properly calibrated, EPA issued, YSI pro 30 conductivity meter. Section III - AREAS OF CONCERN No closing conference was held due to no LBOC, LLC staff being present during the inspection. Areas of concern at the time of the inspection include loose oil and produced water draining from secondary containment, tanks not marked out of service with a date, and the elevated TDS level of 6,945 mg/L in the pit next to Langley #3 SWD. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure areas of concern are properly addressed.
