Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected 100 River Pointe Parkway Canton, Georgia 30114 Inspection Date: December 14, 2022 Facility Programmatic ID 0400000013057EPA22 LAT: 34.2587 LON: -84.4631 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on December 14, 2022, at 100 River Pointe Parkway in Canton, Georgia 30114 (the facility). The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The facility was formerly a Hooters restaurant which was demolished. Permit #D2203-033 (structural demolition) was obtained from the City of Canton by Pellicano Company, Inc. on March 22, 2022. The EPA inspector observed that a new facility was being constructed at the site while in the field conducting oversight inspections. The demolition of the former Hooters had been completed at the time of this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the demolition activity conducted at the facility. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit and the EPA inspector's observation in the field that the former Hooters facility had been demolished. Facility Information The facility was formerly a Hooters restaurant. Inspection Inspection The EPA inspector met with Jeff Redfern, the Pellicano Company, Inc. superintendent at the site building the new facility at 100 River Pointe Parkway in Canton, Georgia, upon arrival at the facility. The inspector presented her inspector credentials and explained that EPA was conducting the routine oversight inspection of the aforementioned demolition activity for compliance with the Asbestos NESHAP. Jeff Redfern provided Will Hill's contact information to the EPA inspector. Jeff Redfern stated that the demolition of the former Hooters was completed in approximately June of 2022. Jeff Redfern did not know if an asbestos inspection was conducted prior to the demolition or if a demolition notification had been filed with the Georgia Environmental Protection Division (EPD) prior to the demolition. A new eye clinic was in the process of being built at the site at the time of this inspection. On January 10, 2023, the EPA inspector contacted the City of Canton Building and Safety Services Department regarding the demolition of the facility. No permits were taken out for the demolition discussed in this report. Also on January 10, 2023, the EPA inspector contacted Will Hill. The demolition activity had been completed at the facility at the time of this inspection. Conclusion The inspector will follow up with the owners/operators of the facility and the demolition activity, as deemed appropriate, to obtain information and necessary paperwork related to this demolition activity. This information will include, but not necessarily be limited to, copies of asbestos inspection reports, demolition notifications, and waste shipment records for the former facility.
