As you know,early completion of the value engineering program is a pressing priority item for AACPP. Based on the presentation made by Smith, Hinchman and Grylls (SH&G) at the Fall Meeting, it is acknowledged that there are deficiencies in th.e work done to date. I have met with SHAG and voiced these concerns. It was decided SH&G should consolidate what work had been done to date in a draft bulletin to enable a construc tive critique to be made by AACPP1s Ad Hoc Review Committee. This draft bulletin is enclosed. ^ N-The bulletin is not total/ly^wesentative of what AACPP staff considers satisfactory for the purpose of identifying where we Naf needs. It is forwarded for the we want to be, how we might best revise/expand the document to sat^^industry's needs and aspirations. I would ask each of you to constructively critique the document, identify deficiencies, and develop an itemized list of information which should be added to supplement that already proposed by SH&G. So that the time required to bring this exercise to completion can be minimized, I have set up a review meeting with SH&G at 9:00 a.m., January 26, 1977 at AACPP's office in Arlington, Virginia. I would hope each of you would be in a position to attend, or at the very least provide a written summary of your critique and suggestions prior to the meeting date.
