Kitzmiller, Dear Dr. Kitzmiller: * We obtain our steel drums in which ETHYL fluid is loaded and shipped from the Detroit Steel Barrel Company, whose plant is at Toledo. Some of these containers have required repairs and when this is necessary we accumulated a sufficient number of them to make a carload and sent them back to the plant. Also, we have been changing the bung arrangement on some of our old type of containers. '; Before we ;send these containers to the Detroit Steel Barrel Company we put them through bur washing procedure and then make a very careful inspec tion to see that they are entirely clean and that no fumes.come out of them, insofar as it is possible to do so. Recently, however, we have had reports that when the workmeii of the Steel Barrel Company start to apply the torches to the drums for welding, a decomposition of the scale on the drum takes place and there is a considerable evolution of fume, which has made several of them feel sick. j j > i I am quite: concerned about this matter and think it advisable for you to send one of your men to this plant immediately and. go over their method of handling these drums, and make the necessary recommendations to prevent any possible health hazard occurring in the future.
