Minuc.es of August 9. 1966 Meeting The minutes were declared approved as distributed. 2. Membership Messrs. Kling and Runion were welcomed as new members, repre senting the Safety and Fire Protection Committee and the Nuclear Committee, respectively. 3. Terms of Reference The secretary reported that the Board of Directors approved the recommended change to appoint members-at-large for three-year terms instead of for indefinite tenure. The revised Terms of Refer ence incorporating this change are attached to these minutes. 4. Liaison with MCA Board of Directors - H. W. Fisher Mr.Fisher noted that all of the recommendations from the August 9, 1966 EHAC meeting have been approved by the Board of Directors. He also mentioned that there was no criticism of the draft survey forms concerning air and water pollution and solid wastes, with hope expressed that the survey would proceed as rapidly as possible. 5. MCA Semi-Annual Meeting Mr. Fisher gave the following particulars regarding a panel within the environmental health area scheduled for the Semi-Annual Meeting on November 22, for which he will serve as moderator: Title: Governmental Coordination in Water Resources Management Speakers: Representative Robert E. Jones (Alabama) Henry P, Caulfield, Executive Director, Water Resources Council Mitchell Wendell, Counsel, Council of State Governments 6. MCA Environmental Health Program 6.1 Public Information Program Reporting for Mr. Lane, Mr. Settle commented on considera tion of this matter at the October meeting of the Executive Committee, resulting m its approval. He reported that Edward Howard & Co. (Cleveland, Ohio) has been chosen to carry out the program, and that CMA 040366 EH26-3 a formal letter of agreement is under development. He spok of the importance of technical review of informational materials as they are being prepared, and his intention to set up a workable arrange ment for this purpose with the technical committees. 6.2 Chemical Industry Survey on Air and Water Pollution Control and Solid Wastes Disposal________________________ Under date of September 28, members were mailed working draft copies of survey report forms which will be put out to MCA mem ber companies. Messrs. Rook and Wilkenfeld commented briefly, in dicating that refinement of the forms is in progress by the Air Quality and Water Resources Committees. 6.3 Future Planning Hope was expressed that individual committee proposals would be forthcoming by the end of the month, or at least in time for consideration at the next EHAC meeting. Mr. wilkenfeld furnished copies of an outline he prepared for use within his company indicating environmental data proposed to be obtained for each of the company's products. 7. Polyvinyl Chloride Resins Dr. Dernehl reviewed a special meeting of polyvinyl chloride resin manufacturers held on October 6 to discuss medical observations of terminal bone lesions in the fingers of certain employees, appar ently associated with polyvinyl chloride resins production. This matter was brought to attention by B. F. Goodrich Chemical Company, the meeting having been held under the auspices of the MCA Occupa tional Health Committee. Subsequently, recommendations for in-plant medical studies, industry-sponsored toxicological research (possibly 3100,000), and an open symposium -- summer 1967 if technical findings justify it by that time -- were taken to the Executive Committee. These recommendations were favorably received, and the Occupational Health Committee was requested to proceed with plans, subject to future approval. 8. Atomic Energy Commission - Record Keeping on Radiation Workers' Exposure Mr. Runion prefaced remarks on legislative developments by some statistics on the rapidly increasing rate of nuclear power generation and the cumulative character of radiation exposure. On this account the Atomic Energy Commission sponsored the introduction CMA 040356 EH26-4 of legislation that would provide Federal funds to states for keeping appropriate records of workers' exposure, as a factor related to Workmen's Compensation. -'He stated hearings brought out that the na ture of the record keeping originally proposed was too extensive and ambitious to be practical. He characterized a revised bill intro duced early m September as perhaps being inadequate, and said that the matter was being deferred to the next session of Congress because of insufficient time for resolution before adjournment. 9. Next Meeting The next meeting was scheduled for Wednesday, November 16, 1966, beginning at 9 AM in New York City -- American Cyanamid offices, Time & Life Building. 10. Liaison with Chemical Industry Council Advisory Committee Those in attendance enjoyed a pleasant lunch and afternoon dis cussion with the Chemical industry Council Advisory Committee. As CICAC chairman Mr. A. A. Boehm emphasized the "grass roots" level o-f CIC activities and the desire to make them as effective as possible in environmental health progress. Dr. Sterner traced the organiza tion and development of EHAC with emphasis on its planning and co ordination function. Discussion pointed up the mutual benefits to be derived from good communication between the two groups, and Mr. Boehm felt it might be useful to have EHAC representatives meet with indivi dual CICs as opportunity arises.
