I refer to Mr. Cornell's memo dated February 13, 1974 which reports on reconnaissance obs ervations utilizing the Century analyzer. From the standpoint of o pr future negotiating position with governmental agencies, the use of the statement "background readings of 10 ppm" is disturbing, If this is indeed a background concentration of 10 ppm vinyl chlor de identified as such, I am certain that this exposure level will Tjjecome unacceptable. On the other hand, if this is a zero shift attributable to the instrument noise or the presence of interferi ng materials, this fact also needs to be clearly established in the record. In open air plants our experience is that the concentre tions of vapors on the upwind vector from emission sources is ge ne rally nondetectable at the 1 ppm level unless there is some o th er emission source across the fence line which contributes to our readings.
Because of the sensitivity of this point, I would appreciate a prompt response to the techp ical questions raised and suggest that, in the future, we more c early indicate the precise meaning of our observations.
