Gerhart - Saddle Brook Environmental Health Report Continental VCM Plant, August 1969 Following is a list of the environmental health activities at the Vinyl Chloride Monomer Plant during August 1969. Status of Active Budgeted Items * V-l Revision to Plant Effluent System. Water Waste Disposal System. The neutralization tank,which is the critical item,had a delivery slip page to January 1, 1970. We have indications that the delivery date may continue to slip into early March. As a consequence, we are evaluating alternatives to the glass-lined neutralization tank. Bids were let on pit construction and construction has begun. Piping draw ings of the stripping system were begun. Vendor prints of the neutrali zation tank and the stripper were approved. C-500 Vent Stack Extension. The truss bid package was prepared and construction of tne truss should begin in September. The stack base design was completed and resolved with the vendor, allowing shipment of wood sections. V-4 Tank Car Vent Recovery System. Piping construction was delayed due to the plant turnaround. Construction completion is currently scheduled during the first week of October. V-8 Low Pressure Condensate Recovery System. The Process Engineering writeup was completed. An AFE was prepared. Mechanical design planning will be started in September. CCR 000060480 Mr. K. R. Gerhart Page 2 V-10 Chlorine Vent System. Process Engineering has been completed. Detailed construction costs will be obtained during September. Current Developments Budget requests were prepared for environmental health activities for 1970. These included construction of secondary waste treatment facilities, revision to the vent gas scrubber system, copper removal from plant effluent, and soundproofing. Tests were conducted by Betz Laboratories and results showed no coliform count in the plant effluent. Low coliform count is a Louisiana Stream Control regulation. Plant effluent samples were sent to Monsanto Biodize Company. Results of Monsanto's findings are expected in mid-October. An investigation was begun into using the Petrochemical Plant's spent lime from their boilers in the VCM Plant's planned secondary water treating facility for neutralization. During catalyst washing, water samples were obtained. An analysis of . this sample showed 640 ppm of copper. By changing the pH of the water from 4.6 to 10.0 and then filtering, the copper concentration dropped to less than 5 ppm. To avoid poison ing the secondary waste treatment seed. It will be necessary to remove the copper from the effluent such as was accomplished in the laboratory. Revisions to the primary waste treatment process design were summarized and transmitted to PED. Assistance was given in the preparation of a publicity release for Conoco plants in the Lake Charles area pertaining to air and water pollution. Response, as evidenced by newspaper and television editorials, has generally been favorable. Enclosed are results of water and air effluent analysis for July and August.
