RE: 17.11 Notification
Dear Hr. Von Bodungen:
PPG Industries, Inc. is making the following notification to your office pursuant to 17.11 of the Louisiana Air Pollution Control regulations. This letter is the follow-up to telephone notification of the incident made to the DEQ on November 8, 1984.
At 6:30 a.m. on November 8, 1984 repair efforts were initiated to replace a faulty valve on the EDC vent header at our Lake Charles Complex. This header conveys chlorinated organic vapors to incineration. Repairs were expected to be brief and allow only insubstantial emissions to escape. Unfortunately, the flange on the piping unexpectedly broke and vents were not reintroduced to incineration until 11:42 a.m. During this 5 hour and 12 minute by-pass, an estimated 1411 lbs. of chlorinated hydrocarbons were released to the atmosphere. In the future, as was the case here, repairs will be completed as expeditiously as possible and every effort will be made to maintain the integrity of the piping.
