WATSON Secretary CMA 066459 2-219 159 The regular meeting of the Executive Committee of the Manufacturing Chemists' Association of the United States was held in Assembly Rooms 4 J-K-L, Waldorf-Astoria Hotel, New York City, on Thursday, June 4, 1942, at 10:30 A.II. H, Dunham The minutes of the May meeting were duly approved as sent to the members. II. TREASURER'S REPORT The audit, of Fhagan, TiUison & Tremble of the Treasurer's books for the fis cal year "ending May 31, 1942 was reviewed, and On motion, duly made and seconded, it was VOTEDi That the report be accepted and placed on file. The report showed that, outgo exceeded income by $233.76. This audit was in response to a resolution approved at the meeting of May 12, 1942. III. BUSINESS. CONDITION REPORT NO. 31 Business Conditions Report No. 31 was reviewed. IV. REPORT NOMINATING COMMITTEE Chairman Walker of the Nominating Committee reported the slate for officers and members of the Executive Committee for the coming fiscal year, this slate to be presented to the Annual Meeting for action* The Committee reported the following changes in officers and members of the Executive Committee: President - - H. TANK CAR AD7I50H2 COMMITTEE The Committee approved the addition of J. C, Slosg to the Tank Car Advisory Committee recommended to the Office of Defense Transportation under Minute V of the meeting of May 12, 1942. VI. TECHNICAL COMMITTEES a) The following appointments were approved: L. A. Helfrich of the U. S. Industrial Chemicals, Inc., replacing C. R. Hale on the Metal Barrels and Drums Committee. Lorne '.Tilson of the Hooker Electrochemical Company to the membership of the Traffic Ccnnittee. The Committee accepted the resignation of Phil Kennedy of the du Pont Company from the Carboy, Drums, and Poisonous Articles Committees. b) Minutes of the Carboy, Metal Barrels & Drums, Poisonous Articles & Miscel laneous Packages, Tank Car, and Traffic Committees were approved. c) The Executive Committee was advised of a meeting of alkali manufacturers called by the M.C.A* Container Standardization Committee on June 5 concerning a possible substitute for steel drums for packing flake caustic soda. 1 VII. OFFICE OF DEFENSE TRANSPORRATION - GENERAL ORDER NO. 7 - TANK CARS The Committee was advised that following the filing of a petition on behalf of the M.C.A., the effective date of General Order No. 7 was postponed until June 1 and arrangements made whereby individual firms could receive a general permit to ship loaded cars for movement of 100 miles or less, the latter arrangement to expire on July 31. On June 1 a questionnaire was sent to member Traffic Managers concerning available trucks for short hauls to replace tank cars, VIII. S. 2491. PATENT BILL :P 1 For the information of the Committee, a draft of a brief had been prepared for filing with the Senate Patents Committee on S. 2491. IX. . ANTITRUST LAWS The provision in the Small Business Bill, S. 2250, conferees' report, which has been accepted by the Senate and House, was called to the attention of the Committee for their information. X. NOMINATIONS FOR NATIONAL PANEL OF ARBITRATORS The letter from H. B. Barton of the American Arbitration Association asking for nominations for arbitrators to serve in New York, Chicago, and Boston, and cer tain other cities was reviewed and the Secretary directed to send to them the names of firms having offices or plants in those cities in order that they could directly contact the firms for the purpose of obtaining nominations for arbitrators. XI. PRODUCTION REQUIREMENTS PLAN The reported order placing the chemical industry under the PRP was reviewed, CMA 066461 and it was agreed that the Chairman of the Executive Committee should select an appropriate committee to interview the Chairman of the War Production Board on this problem, pointing out the inapplicability of the FRP to the straight chemical in dustry.
