c chomplin A Subsidiary of Union Pacific Corporation xsaucu; August, JO, xy RESPIRATOR APPLICATION PROCEDURE PROCEDURE NO. 44 PURPOSE In order to assure the proper selection and application of respirators, a standard operating procedure setting forth guidelines is mandatory. Compliance must be in accord with 29 CFR 1910.13^ (QSHA). SCOPE ' The ETIPLOYER shall provide the type respirator that offers adequate protection against atmospheric contamination exposures. CONTRACTORS therefore are required by Subpart D of *29 CFR 1926.103 to administer an adequate respiratory protection devices program for their employees. Code of Federal Register Respiratory Protection Regulations: The employee's employer shall establish a written standard operating procedure governing the selection and use of respirators during routine operations and in emergencies. Champlin Employee Compliance Procedure: 1. The pressure demand air line respirator or self contained pressure demand breathing pack shall be used in contaminated atmospheres. Such exposure nay include toxic, harmful or dangerous air resulting from hazardous dust, fogs, fumes, mists, sprays, or vapors. Cartridge or filter pack design respirators shall not be provided except in an emergency situation. In the event it becomes necessary to supply the latter type respiratory devices, issue shall be on an individual employee basis for exclusive use of the person. 2. Supervisors will instruct or re-instruct including sufficient training to workers on the proper use of the. air line or self-contained breathing respirator at the time it is issued before being placed in service. 3. The supervisor requiring the use of air supplied respirators shall explain their limitations and assure that they are properly donned, making sure there is adequate seal of the face piece when put in service. Respirator use shall be monitored frequently enough by the supervisor to assure it is in use at all times when the air supplied respiratory protection is necessary. 5- Air supplied respiratory equipment approved by authorities recognized by OSHA is available to supervisors in the Safety Office. Respirators facepiece assemblies with pressure denand regulators are to be returned to the Safety Office for cleaning and disinfecting as frequently as necessary to insure protection of the wearer. When used by more than one worker, cleaning and disinfecting is essential after each use. 7. The Safety Office will store the respiratory equipment in a convenient, clean and sanitary place. ------- - 8. Respirators used routinely shall be inspected by the wearer each time it is used. Defective parts or any malfunction noted is to be reported to the supervisor for repair. 9. Respirators will be inspected during cleaning by the Safety Office who will also provide the expertise for defective respirator repair. 10. Appropriate surveillance of the program will be maintained by the respective supervisors who are to keep the Safety Office advised of the extent of effectiveness of the respiratory equipment. 11. An evaluation will be made by the Central Safety Committee to determine the continued effectiveness of the respirator program through a regular inspection process. 12. The plant medical facilities with the counsel of a physician shall determine whether health and physical condition of a worker permits the use of a respirator to perform work. 13. Respirator users who develop difficulties relating to the conditions of their health should advise the medical services. 14. Self-contained breathing apparatus units within Corpus Christ! Refinery operations will be inspected regularly by the Safety Office. Accurate records of these inspections will be maintained. 15. Demonstration, instruction and training of the application, care and limita tions of the pack-type air .supplied respirator, shall be based on the following outline for the self-contained breathing apparatus: A. lank contains approximately 45 cubic ft. of air at 2215 psig B. Cylinder must be aluminum (no sparks) C.' Approximately 30 min. air supply (a) Normal breathing - 30 min. (b) Shallow - slow breathing - 40 min. (c) Heavy - deep breathing - 20 min. When 5 niin. of air supply remains, warning buzzer sounds. a. You may reach around and feel vibration if it is your buzzer. b. If in dark area and several people involved, all personnel must leave area. E. Total weight 35 Ihs. P. Yellow knob (shut off valve is fully open during normal operation (has safety lock. Round with ridges that can be felt if in dark area. G. Red knob ("by pass" valve is closed) has a straight ridge. Should be opened slowly. H. Gauge is visible with non-breaking and non-fogging glass. I. Air line is coated armor steel. J. The regulator has a bellows type diaphragm for pressure demand. K. If malfunction occurs when yellow knob is open and no air is coming thru regulator, open bypass (red) valve slowly. L. All fittings have o rings and should be kept finger tight. M. Rubber hose to face piece is flexible for easy movement. N. The face piece is conformed flexible rubber with dual seal to fit all' shapes, sizes of faces. Exceptions: face piece will not seal over " eye glasses or unshaven hairy face, or sideburns. O. Quick turn seat is best for tightening mask. If straps are used, previous user should leave straps fully extended for next user. P. Masks must be cleaned after each use. Clean with soap and water, dis infectant and then place in plastic bag. Q.
