I have . reviewed Paul Goudy's files, and I have discussed this with. Bob King, and plan to send the following statement.to them: While we prefer that materials containing asbestos not be used, use of asbestos is permissable if the asbestos is contained within a binding material, such as a molding compound, provided no machining, drilling, etc. need be performed on the part, either by Square D or by the users of the_ product containing the part. I also understand that Missouri is crushing all scrap breakers in-house. Any type o f crushing of asbestos containing materials could lead to an asbestos fiber release. W e need to be segregating the asbestos containing returned circuit breakers and other products from the returned asbestos free products. The Cedar Rapids facility eliminated asbestos from their molding compounds cm January 1,1980. Only the friction pad on the motor operator contains asbestos after January 1, 1980. The asbestos friction pad was eliminated on January 1,1983. Lincoln eliminated asbestos molding compound cmJanuary 1 ,198S. Missouri did not use asbestos molding compounds but received returned circuit breakers that were manufactured in Cedar Rapids prior to 1980 and Lincoln prior to 1985. We must segregate these breakers from the asbestos free products. Disposal of the asbestos containing breakers could be a problem. If we must disable die breaker by crushing, we will have to do so in a manner that protects the people and the environment from an asbestos fiber release. I recommend that we fill the asbestos containing circuit breaker with a liquid epoxy and allow the epoxy to cure before sending to a landfill drat handles asbestos. If the breaker must be open, I have enclosed a procedure that was developed to open asbestos containing breakers. If we use a tear down method for these breakers, we will have to protect the workers and the environment from an asbestos fiber release. The asbestos containing material would still have to be land filled. We ResDond SQDKVR 012784 I have also enclosed a letter from Rich Niccolls that discusses the recycling of circuit breakers. This topic is being discussed because of some of the recycling steps the European markets are taking. A disposal procedure that meets IS09002 requirement must be developed for our scrap returned circuit breakers. This procedure must include the steps that must be taken with the asbestos materials.
