TO: BOARD OF DIRECTORS SUBJECT: INSTITUTE WORK PRACTICES BOOKLET
After conversations with Mr. Messier, President, it has been decided to make the decision on the Institute proposed work practices booklet by mail ballot. Mr. Messier did not feel there were sufficient other agenda items to call a Board of Directors meeting at this time. Please refer to copy of his letter enclosed.
I am enclosing another copy of my memo to the Board of Directors of August 7, 1978
concerning the Committee's action as regards the work practices booklet. With
that earlier memo I included copies of the proposed text of the booklet as revised
by the Asbestos Study Committee at their August 3, 1978 meeting. At that time
I sent copies of the proposed revisions of the text to the Committee as well, in
order that they might verify that these changes were in accord with decisions at
the Committee meeting. I am enclosing copies of memos received from Mr. Harry
Wagner, Chairman of the Asbestos Study Committee and Mr. Geoffrey Nicholson, a
member of the Committee, indicating that the revisions are in accord with decisions
at the meeting.

As you may be aware, in addition to Committee members, we maintain three names on our mailing list for distributions on subjects concerning asbestos. They are Mr. Bob Mereness of the Asbestos Information Association, Mr. Jim Reis of Johns-Manville and Mr. John Marsh of Raybestos-Manhattan. I am enclosing copies of letters from Mr. Mereness and Mr. Reis supporting the concept of the Institute producing such a work practices booklet. The AIA, incidentally, had considered publihsing their own booklet up until the time that the Institute decided to publish a work practices booklet. Prior to that, the AIA had asked for input from the Institute to help in preparation of such a booklet. Other segments of the asbestos industry have either produced such a booklet or are considering a booklet. The Asbestos Cement Pipe Producers Association has produced a booklet. The asbestos flooring people are now starting work on a booklet. I am enclosing a copy of the letter from Mr. Reis of Johns-Manville. Johns-Manville has been helpful with artwork and type-setting for the proposed booklet which will help keep our costs down.
As regards cost, I am currently requesting preliminary information as to what such a booklet would cost. It appears it will run between 10c and 15q per copy assuming that 20,000 minimum copies are ordered. The Asbestos Information Association has indicated that they would be pleased to help in distribution of such booklets but the primary mode of distribution would be by selling copies to Members of the Institute for their distribution. It is expected that there would be a no net cost to the Institute for publication of such a booklet.
Would you kindly indicate on the enclosed ballot your recommendations as regards the Institute publishing the work practices booklet as revised by the Asbestos Study Committee.
