Dock Operations Meeting
A meeting was held today concerning VCM ship loading.

The following action steps were developed.
1) For each ship loading, Cov/den will send Friend a memo describing problems which are caused by the ship (leaky valves, etc.). Friend will follow up with Transportation in Houston to make sure that the ship's owners sro informed of these problems and to determine what will be done about the problems.
2) Jones will determine by April 1 the feasibility of requiring snips to have double blocks and bleeds at the end of their loading lines.
3) Gremillion will investigate by Apri1 1 the implications of the "Declaration of Inspection" relative to the Coast Guard's VCM re
gulations. (Are we responsible for the ship?)
4) Fetzer and Maddox will run tests by May 1 to compare fixed point
monitor data, to job function dosimeter data for hose connect and disconnect. If the fixed point monitor directionally shov;s the same results as the dosimeter, the portable fixed point monitor
will be used for future job monitoring. Starting now the 8-hour job monitors used in the dock shack and vent recovery area will be discontinued.
5) Maddox will review all VCM loading procedures 'with dock operators by May 1. Feedback from these reviews will go to Jones.
6 Martin will d velop a procedure by April 1 for assuring that any

7) Friend will send copies of the ERA VCM regulations to O'Brien, Cowdert, Maddox, and Martin by March 10. Friend and Cowden will discuss the Leak Detection and Elimination Plan by April 1 in order to determine the dock's idea on carrying out this plan.
8) Jones will send copies of the designs for hydrequinone addition revisions and portable carbon adsorption to O'Brien, Cowden, and
1 Maddox by March 15. 9) Friend will follow up by March 15 with Cov/den concerning the dock
providing a hole watch during ship tank entry by YCM personnel.
