One of the Armstrong Cases from New York
Vincent P, Coll
Mr. Coll was a pipecoverer for 4-7 years, and made a claim for temporary total disability on 1/15/57 against Armstrong Cork. He had worked for Armstrong only since November, 1955 (s0 Armstrong saw him in his weakened conditior, I reason), and after finding that he had an occupation-related disease he filed for compen sation, The word asbestosis appears on some of the doctors* statements, and the death certificate. The Board issued its decision awarding compensation for per manent, total disability from asbestosis, on July 30* 1957 Armstrong's carrier Travelers paid $684 for the period through 7/18/57 as a result of the decision, which Armstrong apparently did not contest. Poor Mr, Coll died the next day after the award was made (7/31/57)of cancer. His cancer, which was of the kidney or G.I. tract or both, was judged to be unrelated to his occupation by the Board, in a decision dated 1/7/59. There were no other industrial defendants, only "Special Fund Cons. Comm.".
The relevant papers from the claim file were obtained and photocopied by Lou Brown of the Compensation Board, in response to my telephone request. He was
not able to locate the file for Wm Dean, another NY case (i960 claim) on the
Armstrong list. We were lucky to have Lo u 's help, considering the Board's reply to my written request for access in February (permission of claimants declared necessary to inspect records).
Note that Armstrong's list cites the Coll case as settled without payment. The error apparently arises from the fact that they beat the claim on death, after paying out the claim on disability.
