Attached is a tentative procedure for transferring waste "Aroclorsn within the plant.
As you are probably aware, Monsanto is coming under increasing pressure to prevent PCB's (polychlorinated biphenyls) from entering the environment.
Toward this objective, we have established 2.5 lbs/day maximum PCB loss from WGK. This means essentially zero loss from all using departments.
Therminols, aroclors, and pydrauls all contain PCB's. All 'waste and contaminated PCB's from your departments are to be collected for controlled disposal.
A PCB incinerator is to be installed at WGK to totally destroy scrap PCB's returned by customers or generated internally. S.tart-up is scheduled for May, 1971. Until that time, waste and contaminated PCB's will be stored.
The following is the procedure to get scrap PCB's from your department or area to the storage area.

DRUMS
If quantities are relatively small, the PCB should be drummed off for storage. The drums should be tightly sealed with a "Scrap PCB" label attache'd to each drum. These labels may be obtained from the Stationery and Printing Section. A copy of .the label is attached.-
To obtain drums:
'
1) Allow 5-5 days leadtime for delivery.
2) Call Jackie Regel, Sta. 555* to order.
5) Recommend drums are: used 55 gallon, 2-bung-in-head type.
To move drums:
1) Fill out transfer ticket (an example is attached).
2) Keep pink copy and deposit the rest in the "Transfer Ticket Box", first floor of Bldg. BK.
5) When the drums are picked up, the warehouse inspector will sign
the ticket and leave a yellow copy.

For larger quantities of waste PCB*s a tank trailer is being provided. It is planned to store these bulk PCB's in a large storage tank until the incinerator is on line.
For bulk transfers:
1) Allow 2-5 days in advance of your needs.
2) Call Jerry Gum, Sta. 468, to order trailer and arrange transfer.
Within a month, D&S expects to have a new form available which is a checklist of needed bulk transfers. Hauling of waste PCB's will be included on this list.
