Jeanson February 21, 1992 VIS1ASARA 313 EMISSIONS ANALYSIS - 1990 CORRECTIONS AND ADDITIONS In October, a series of tables and figures was issued comparing the 199 0 SARA emissions to those of previous years, since that time, some corrections have been made and additional data requested. The additional data requested includes significant reductions or increases in emissions from 1989 to 1990 and projected Industrial Toxic Project (ITP) Reductions for the goal years of 1992 and 1995. This issue of the 313 data addresses these corrections and additional data requests. CORRECTIONS The significant corrections include the removal of the amount of asbestos disposed of offsite from the Lake Charles Chemical Plant report and modification to Blane's emissions. For the purposes of SARA 313 reporting disposal of a chemical counts the same in the total emissions as do releases to the air or water. The removal of asbestos resulted from the discovery that we did not have to report this chemical. The Lake Charles Chemical Plant disposed of 380 M lbs. of asbestos in 1990 but did not manufacture, process or use the material. Asbestos was the highest chemical release in the company so this removal has a significant effect on the total company emissions. Instead of our total emissions increasing from 1989 to 1990 by 3%, they decreased by 13%. Blane's emissions were modified to utilize reporting heavy metals in the parent metal form and not as a compound. Reporting in this way is much more accurate and greatly reduces Blane's 313 reportable emissions. I have attached a summary table which shows all of the plants emissions by air, water, offsite and total. ADDITIONAL DATA I have included a sheet that explains significant reductions and increases in emissions. An updated fact VAB.0001187472 sheet is attached which gives percent reductions, trends and items of special interest. A table showing the chemicals included in the ITP Program, 1990 emissions vs. 1988 emissions, the percent reduction between these two years and the projected 1992 and 1995 levels is attached. The 1992 and 1995 projections are based on projects currently being built or budgeted. EPA will use 1988 as the base year for ITP calculations. Our goal is to reduce the total emissions from these chemicals by 33% in 1992 and by 50% in 1995 from the 1988 base year.
