Analysis of PFBA and PFOA in Aqueous Samples Collected from Cottage Grove Private Residences

The 3M Environmental Laboratory analyzed water samples collected from nine private residences in Cottage Grove, MN, W ater samples were collected by Pace Analytical Field Services personnel on September 12,2007. Samples were returned to the 3M Environmental Laboratory for analysis of perfluorobutanoic acid (PFBA) and perfluorooctanoate (PFOA) under laboratory project number E070584.
The 3M Environmental Laboratory prepared sets of sample containers for eleven sampling locations, Each sample set consisted of a field sample, field sample duplicate, low field spike, and high field spike. Each empty container was marked with a "fill to here" line that corresponded to a final volume of 450 mL. Containers reserved for field m atrix spikes were fortified with an appropriate m atrix spike solution containing both analytes prior to being sent to the field for sample collection.
Samples were prepared and analyzed using ETS-8-044.0 "Determination o f Perfluorinated Compounds in W ater by LC/MS/MS; Direct Injection Analysis" on September 13-14,2007.
Table 1 summarizes the sam ple results. All results for quality control samples prepared and analyzed with the samples w ill be reported and discussed elsewhere in this report.
The 3M Environmental Laboratory maintains A2LA accreditation to ISO/IEC 17025:2006 for the specific tests/calibrations tisted in A2LA Certificate #2052-01 and meets the relevant quality systems requirements of ISO 9001:2000. However, ETS 8-044.0 does not fell under the lab's current scope of accreditation.

2.1 Methods
Analysis for PFBA and PFOA was completed following 3M Environmental Laboratory method ETS-8044.0 "Determination o f Perfluorinated Compounds in W ater by LC/MS/MS; Direct Injection Analysis".
2.2 Sample Collection
Samples were collected in NalgeneTM (low-density polyethylene) bottles prepared at the 3M Environmental Laboratory. Prior to sample collection, bottles designated for field matrix spikes were spiked in the laboratory with a known volume o f an appropriate m atrix spiking solution containing the analytes of interest. Collected sample bottles were returned to the laboratory at ambient conditions on September 12,2007.
2.3 Sample Preparation
An aliquot o f a well mixed sample was removed for analysis and placed in an autovial.
2.4 Analysis
All samples and quality control samples were analyzed for the target analytes using high performance liquid chrom atography/tandem mass spectrometry (HPLC/MS/MS). Pertinent instrum ent parameters, the liquid chromatography gradient program, and the specific mass transitions analyzed are described in the tables below.

3.1 Calibration
Calibration standards were prepared by spiking known amounts o f stock solutions containing the target analytes into reverse-osm osis purified water. A total o f thirteen calibration standards ranging from 0.025 ng/m L to 50 ng/mL (nominal) were prepared. A quadratic, 1/x weighted, calibration curve was used to fit the data for each analyte. The data were not forced through zero during the fitting process, Calculating the standard concentration using the peak area counts and the resultant calibration curve confirmed accuracy o f each curve point. Each calibration standard included in the final calibration curve met the method calibration accuracy requirem ent of 25%. Correlation coefficients (r) were greater than 0.90 for both analytes.
3.2 Limit of Quantitation (LOQ)
The LOQ fo r this analysis, as defined in ETS-8-44.0 is the lowest non-zero calibration standard in the curve in which the area counts are a t least twice those of the method blanks. Table 5 lists the LOQ for each analyte for each analysis day from which sample results were reported. The LOQ for PFBA and PFOA was 0.0491 ng/m L and 0.0727 ng/mL, respectively.

3.3 Continuing Calibration
During the course of the analytical sequence, continuing calibration verification samples (CCVs) were analyzed to confirm friat the instrument response and the initial calibration curve were still in control. All samples were bracketed by method compliant CCVs with recoveries o f 10025%.
3.4 Blanks
Several blanks o f reverse osmosis purified water were analyzed throughout the analytical sequence and were used to evaluate method performance and to determ ine the LOQ for each analyte
3.5 Lab Control Spikes (LCSs)
Low and high lab oontrol spikes were prepared and analyzed in triplicate. The LCS samples were prepared by spiking known amounts of the analytes into 40 mL of reverse osmosis treated deionized w ater to produce the desired concentration. The spiked water samples were then analyzed in the same manner as the samples. The method acceptance criteria states that the average recovery of LCS be 100% 20% with a RSD 520%, when evaluated independently at each concentration level. All LCS recoveries were used in the determination of the analytical uncertainty.
The following calculations were used to generate data in Table 5.

3.6 Analytical Uncertainty
Analytical uncertainty is based on historical QC data that is control charted and used to evaluate method accuracy and precision. The method uncertainty Is calculated following ETS-12-012.2. The standard deviation is calculated fo r the set o f accuracy results (In %) obtained for the QC samples. The expanded uncertainty is calculated by multiplying the standard deviation by factor of 2, which correspond with a confidence level o f 95%.

3.7 Field Matrix Spikes (FMS)
Low and high field m atrix spikes were collected at each sampling point to verify that the analytical method is applicable to the collected matrix. Field m atrix spikes are generated by adding a measured volume o f field sample to a container spiked by the laboratory with the target analytes prior to shipping. Field m atrix spike recoveries w ithin method acceptance criteria o f 10030% confirm that "unknown" components in the sample m atrix do not significantly interfere w ith the extraction and analysis of the analytes o f interest. Field m atrix spikes are presented in the section 4 o f this report Generally two spike levels are prepared as ETS 8-44.0 states that FMS levels should be between 0.5 to 10 tim es the endogenous sample concentration. If a given FMS level does not m eet this criteria, the recovery is labeled as NR, not reportable, and the other FMS level is used to evaluate the sample. The spike levels for each analyte are provided below

Material Description: Light aromatic solvent naphtha (petroleum) is a complex mixture of 70-80% C9 aromatic hydrocarbons (primarily ethyltoluene and trimethylbenzene isomers), with the remainder primarily C8 and CIO aromatic molecules. It has a boiling point range of 135-210 deg C (275-410 deg F).
Note: Due to analytical limitations and known variability in refinery process stream composition, identification of every specific individual molecular compound in every refinery process stream under all processing conditions was impossible. Recognizing these problems, the American Petroleum Institute (API) recommended to the EPA a list of generic names for refinery streams consistent with industry operations and covering all known processes used by refiners. Properties of representative samples of distillates are then used to demonstrate the toxicity for substances within the category. This HHP is based on specific information for light aromatic solvent naphtha (petroleum). Whenever possible, this information is supplemented by general information for comparable aromatic naphthas, as appropriate.
