Sanborn visited the Petco Petroleum Corporation oil and gas facility located near Oilton, Oklahoma on 01/09/2020 for an unannounced inspection. There were no representatives of Petco Petroleum Corporation present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION The facility did not have an identification sign at the battery. It was located north and west of Drumright, Oklahoma, west of Highway 99. The facility was the site of a previous discharge of produced water. Section II - OBSERVATIONS I observed a previous spill of produced water had occurred from this facility prior to the inspection. There was some surface grading done on the spill flow path prior to the path's entry to the nearby creek. I did not observe any surface covering along the flow path. I saw that the secondary containment pit at the tank battery had a small amount of brine fluids within it. With a calibrated YSI Pro 30 conductivity meter, I took a Total Dissolved Solids (TDS) reading of the nearby creek, downstream from the entry point of fluids on the nearby creek and a reading of 2,340 milligrams per liter TDS was observed. I took other TDS readings throughout the area and I observed elevated levels of TDS upstream from the point of entry as well. The readings in this area were higher than previously observed, and it indicated potential for additional releases of produced water into the creek. Section III - AREAS OF CONCERN There was a release from the facility observed and a flow path to the nearby creek. The creek had elevated TDS levels within it and downstream from the entry point where produced water entered the stream. Section IV - FOLLOW UP EPA water enforcement will conduct a follow up inspection in approximately 3 months and will refer this facility to the EPA R6 SPCC program.
