;:0 report was received for the ..sbestos Study Committee. In early July a report v/as received which is s.iown as ET.II3I7 14. Hie Secretary discussed several items with the Committee Chairman prior to the meeting and it was reconnended chat these itens he brought to the attention of the Board.
The EPA recently published a report on waste water effluents as conducted by Sverdrup and Parcel, Tost of the Henbers and Ton-neobers in the friction materials business were included in this report. The Secretary had requested copies fron EPA and intends to distribute copies to the lienbership after receipt from the I?A.
As regards the EPA Emissions Standard, the EPA is considering a change from its work practices oriented `no visible emissions" standard towards mrnerical standards. This is currently difficult with the lack of reliable equipnent for neasuring airborne asbestos concentrations.
The Secretary pointed out that in any OSSA revisions of the standard for
asb^tos in the rorb-plare, the pressure is towards stricter standards.
Dr. Seliltoff, for exaaple, has stated that the only safe concentration is
'
zero fiber per cc. The present 5 fibers per cc and the future 2 fibers per
cc are realistic for friction materials manufacturers and the industry should
plan on these limits beinc no less strict in the future. Still further,
in any re-writing of the standards there is apparently a movement towards
work practices and oossibiy away fron the nuaerical standards.
Upon notion duly made, seconded and unanimously passed, it was
ABSOLVED:
That the Secretary's comments be accepted as the Asbestos Study Committee report in lieu of a -formal retort.
