I. Introduction
On June 8, 2022, a CAA Asbestos NESHAP Inspection was conducted at the Bethlehem Area Vocational Technical School located at 3300 Chester Ave., Spring Bethlehem, Pennsylvania.
a. Summary of Site / Facility
The Bethlehem Area Vocational-Technical School is a career and technical school located in Bethlehem, Pennsylvania in the Lehigh Valley region of eastern Pennsylvania.
b. Entry and opening conference
EPA Region III Inspector Richard Ponak arrived at the facility at approximately 9:45 am on June 8, 2022, for an unannounced inspection. Upon arrival, Inspector Ponak presented credentials to Jeff Bower, the Facility Manager for the Bethlehem Area Vocational Technical School. Inspector Ponak explained to Mr. Bower that it was a Clean Air Act Asbestos NESHAP inspection. Mr. Bower took Inspector Ponak to the building where ALM Abatement was working.
II. Site / Facility Walkthrough
Inspector Ponak proceeded to the building where ALM Abatement was working. Mr. Bower introduced Inspector Ponak to Michael Kattner, Supervisor for ALM Abatement. Inspector Ponak showed credentials to Mr. Kattner. Inspector Ponak explained that it was an asbestos NESHAP Inspection. Inspector Ponak asked Mr. Kattner where ALM was working. Mr. Kattner stated ALM was working in the carpentry, masonry, and autobody shops. Mr. Kattner stated that ALM was removing non-friable floor tile in those areas. There was no removal going on at the time of the inspection. Inspector Ponak walked through the areas that were abated and the areas
being prepped for removal. Mr. Kattner showed Inspector Ponak the floor tiles that were going to be removed.

IV. Closing Conference
At the conclusion of the inspection, Inspector Ponak reviewed Mr. Kastner's and the ALM crew's Pennsylvania Asbestos Licenses. Inspector Ponak spoke to Zach Goodman of Element Environmental regarding air sampling during the project. Mr. Goodman stated he will be collecting TEM final clearance air samples at the conclusion of the project. Inspector Ponak asked if there were any questions and left the site.
