Facility Description The Hampstead Pickleball Club project on Danville Road in Hampstead, New Hampshire, (the " Site "), is a redevelopment and extension of an existing business complex of approximately 8.5 acres, which features disturbance from construction activities. The Site is being developed by Jameson Excavation into a pickleball club, which includes a facility building, an outdoor court, and supporting infrastructure such as parking spaces. The site is surrounded by forest to the east and the south, Route 111 to the north, and commercial businesses to the west. There are mapped wetlands towards the northwestern corner of the site. V. Inspection Mr. Bednarz called Mr. Jameson Hill in the afternoon of the inspection when EPA arrived on site, at approximately 1:30 PM, to request access to the Site. Mr. Hill granted access and said he would be on site to accompany the U.S. Environmental Protection Agency (the " EPA ") on the inspection. A. Opening Conference Mr. Hill met Ms. Oakes, Ms. Horvath, and Mr. Bednarz (the " EPA Inspectors ") onsite and introduced himself as the Site operator. Ms. Oakes presented her credentials and explained the purpose of the inspection. Mr. Bednarz provided Mr. Hill a copy of the EPA's Small Business Resources Information Sheet. The opening conference occurred with Mr. Hill and the EPA Inspectors at the entrance of the constructed pickleball club building located in the center of the Site. Ms. Oakes explained that EPA was present for a routine Site visit. Ms. Oakes asked Mr. Hill about the availability of the sites Stormwater Pollution Prevention Plan (" SWPPP "), and Mr. Hill said it was developed by a 3rd party, the Dubay Group, and that he would be able to send it through email the next day. Ms. Oakes informed him that she would follow up via email to request an electronic copy of the SWPPP. Mr. Bednarz asked Mr. Hill about 2 ED_019088A_00006055-00002 an estimated project completion timeline, and he explained that the company hopes to finalize all work by the end of June. B. Facility Tour The EPA Inspectors and Mr. Hill began the tour by walking along the north end of the Site, next to Route 111. On the north side of the property, the EPA Inspectors observed the first of two retention basins. This area included one retention basin and a small area of wetlands that were delineated by Mr. Hill's consultant, the Dubay Group. These wetlands had a berm constructed around them. The EPA Inspectors observed catch basins on the property that Mr. Hill explained were draining into the retention basins. Mr. Hill explained that all the catch basins in the parking lot and around the previously existing businesses on Site drained to this specific retention pond. The EPA Inspectors noted that the land around this retention pond was not stabilized. Mr. Hill explained that they were in the process of ordering loam, and it would be stabilized within the next week. The group continued walking the perimeter to the west to the second retention basin. The structure had a steep slope to the right side of the retention basin, with a riprap swale directing runoff water to the basin. Mr. Hill explained that all catch basins in parking areas surrounding the pickleball facility drained to this second retention basin. The land around this retention basin had been seeded and stabilized. The group continued walking south along the perimeter of the site behind the pickleball facility. Construction behind the building was not completed, with outdoor pickleball courts still needing to be constructed. The rip rap swale that drains into the detention basin continued along the perimeter and stopped behind the pickleball facility. The group arrived at the western side of the perimeter along Danville Rd. The EPA Inspectors noted a small stream that was maintained by the town that traveled down the road and continued past the dog daycare located on the north - western corner of the site to the northern perimeter. The group continued walking south along the remaining northern perimeter, then returned to the entrance of the Site, where the tour was concluded. C. Closing Conference Ms. Oakes explained that she would be following up to request copies of Mr. Hill's erosion control inspection reports and the Site SWPPP. Ms. Oakes also said she would follow up with a copy of the inspection report within 60 days. EPA departed at approximately 2:00 PM. 3 ED_019088A_00006055-00003 On April 18, 2024 (one day after the inspection), Mr. Bednarz emailed Mr. Hill to request copies of the site's SWPPP and recent inspection reports and requested documents were received on Sunday, April 21.
