Section I - INTRODUCTION
CapturePoint, LLC/ North Burbank Unit 97 Battery Inspection Date 05/26/2022
PURPOSE OF THE INSPECTION
EPA Region 6 inspector Matthew Allen arrived at the CapturePoint, LLC / North Burbank Unit (NBU) 97 Battery (EPA ID No. OKU002081) at 11:55 a.m. on 05/26/2022 for an unannounced inspection. I met with Talia Clark, HSE tech, serving as company representative for CapturePoint, LLC. I informed Mrs. Clark that this was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1336571) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There was no other federal, state, or local agency representative present at the time of the inspection. Mrs. Clark accepted an invitation to participate in the inspection.
FACILITY DESCRIPTION
EPA conducted an inspection at the CapturePoint, LLC, North Burbank Unit (NBU) 97 Battery, where a 2inch diameter steel flowline carrying produced water and oil from the NBU 9012 well to the NBU 97 Battery, developed a leak and released an operator estimated 45 barrels of saltwater and barrels of oil onto the land. The spill traveled downgradient (South), crossing under a gravel lease road, approximately 300 feet where it entered a small unnamed tributary. The spill origin was located approximately 0.6 Miles Southwest of Shidler, Oklahoma.
Section II - OBSERVATIONS
Upon arrival at the spill location, I observed a vacuum/tank truck removing fluids from a pool of water near the release point of the spill. I observed the Release Point (GPS 36.768225, -96.670615) of the spill which was a 2-inch diameter steel flowline. At the time of inspection, there was a temporary repair clamp present on the flowline which had been placed by the operator prior to my arrival. Talia Clark, representing CapturePoint, LLC explained this spill originated in the same location as a previous spill. I observed the lack of vegetation and the bare soil present immediately downgradient from the release point as evidence of this statement. The spill traveled approximately 50 feet to the point where the operator placed a dam to block additional spilled fluids from traveling through a culvert under the gravel lease road. This dam created a pool of water on the area of bare soil to the north of the lease road. I took a TDS field reading of 2,012 mg/L in the pool of water with a properly calibrated YSI Pro 30 Conductivity Meter. This first field reading occurred along the flowpath overland and was the highest recorded TDS field reading during this inspection. The flowpath continued past the lease road traveling south approximately 300 feet from the release point where spilled fluids entered a small unnamed tributary. I observed a TDS field reading of 1,024 mg/L at the Point of Entry (POE) (GPS 36.767263, 96.670835) into the tributary which flowed from north to south. The spill impacts continued down the small tributary an additional 300 feet, where the tributary flowed into a small stream, which flowed from east to west. I observed a TDS field reading of 1,206 mg/L (GPS 36.766440, -96.670867) on the impacted tributary just before the confluence with the small stream. I observed a "background" TDS

field reading of 298.1 mg/L on the small receiving stream which flowed from east to west at a point 20 feet upstream, before the impacted tributary flowed into the small stream. I observed a TDS field reading of 367.8 mg/L at (GPS 36.766158, -96.671550), this reading was taken in a pool of water on the upstream side of the 2nd temporary containment dam, which had been placed by the operator but was partially washed out at the time of the inspection due to recent heavy rainfall events. The final observed TDS field reading was taken below the final containment dam, which was also washed out by a recent rainfall event at (GPS 36.765997, -96.671728) and measured 372.4 mg/L TDS. I did not observe any additional spill impacts at this location. Section III - AREAS OF CONCERN EPA Region 6 inspector Matthew Allen conducted a closing conference with CapturePoint, LLC representative Talia Clark on 05/26/2022, at approximately 1:15 PM at the end of the inspection. During the conference it was conveyed the primary area of concern being the capture and removal of waters with elevated levels of TDS from the impacted tributary and second receiving stream. I also noted the need to remove brine contamination from the flowpath between the Release Point and the Point of Entry (POE) as an area of concern, since the highest TDS field reading was observed in a pool along the flowpath prior to the POE into the tributary. Section IV - FOLLOW UP No additional information was received by EPA after exiting the Facility on 05/26/2022. Inspector will schedule follow up actions, if additional areas of concern are reported. No follow up scheduled at this time. Section V - LIST OF APPENDICES There are no appendices included with this report.
