April 9-10, 19$3 REPORT <T THE SECRETART > Summarising tha Activities of the Lead Industries Association Tor the Tear 1952 The year 1952 *111 be reviewed tgr members of the Lead Industries Asso ciation with nixed emotions. The major drop in tha price of lead is a matter of great concern to many members. Jet, while not a record year, the market for the products of tho lead industry was relatively good and the problem of obtaining enough lead disappeared. Nevertheless, technological development and better supplies cf materials hitherto scarce Increased competition with the products of our industry. Aluminum and plastics In cable sheathe, lithium compounds in ceramics, roller bearings, new methods of printing are only a few of the newer competitors with whlcn the industry must contend along with all the old competitors with which every siember 1* familiar. The Association was active in protecting and developing markets for the industry in several lines and in trying to find ways of doing this in others, t'ith a supply-demand balance that makes for a buyers market, it seems that efforts of this kind should be redoubled. It appears that, with a more favor able political climate toward business in which to work, the Association can be even more valuable to the industry. MEMBERSHIP The only change in membership during 1952 was the loss of two members through resignation, leaving a total Ox 60 regular and 7 associate Denbers. One resignation was from the Metals Refining Co., Hammond, Ird., which went out of the lead business and the other was received from the Silver Xing Coali tion Hines Co., Salt Lake City, which chu. down its mines for an Indefinite period. An up-to-date membership list la attached. s t at is t ic s Only one change in the Association's statistical services was made during the year. The series of reports covering domestic lead and sine min* labor and lead smelter and refinery labor were discontinued as of the end of October, 1952. A set of resolutions urging decontrol of lead ty both the Office of Price Stabili zation and National Production Authority In view of the eased supply situation was unanimously adopted, I.P.A. acted accordingly shortly thereafter, but O.P.S. refused to relinquish control for many months until controls were eased on a broad front* c OOTERKMENT RHATTOO t The easier position of lead throughout most of the year made the task of Washington contact, particularly with the emergency agenclea, acoewtiat lighter. Nevertheless these contacts wore maintained. However, in the direction of work ing with permanent government agencies, Federal, state and local, toward the grtater and proper use of lead and its products the need for more activity was obvious. A great deal of specification work with government agencies was needed. In addition to tho emergency agencies, regular contacts are maintained with the Department of Defense, Bureau of Standards, Atomic Energy Commission, Department of tho Interior, The State Department, Public B'lildings Administration, Federal Housing Authority and others. BULLETINS AND PUBLICATI0H3 Of particular note was publication during the year of the Association' e new cloth-bound 230-page book, "Lead in Kodern Industry," after several years of preparation. Seventy-five hundred copies were printed. Single ccmplinentary copies hae been distributed to members and particular friends of the Association to the amount of about 600. The balance is being offered tc interested people at LI.50 per copy, slightly less than cost, with a lower price for large quanti ties, Thus to date about 1,700 copies have boen distributed in this manner, lhe book is an up-to-date and greatly enlarged edition of the Association's original book, "Useful Information About Lead," published in 1931. It has received generous praise from industry, educational and other circles. Two issues of "Lead* were published In 1953 and circulated to about 35,000 users and prospective users of lead and its products. The continued interest shown in this publication by its recipients and the volume of corres pondence and inquiries that each iesue generates, together with the easier lead situation, warrants serious consideration of more frequent publication. Relaxation of government controls lessened the need for Defense Bulletins for members and only Hi were issued in 1952 to post members on government controls Seven Information Bulletins wero issued to provide members with information gleaned from various sources that night not otherwise come to their attention. * LCAPtm AND rAcmomo At the request of Several members an informal ccranittee waa formed to study the problem of improving loading and packaging methods for pig lead for rail shipment. This ccrnnittee first net in Docembcr and at a later meeting a small eub-committoo was appointed to work intensively on the problem and report back to the larger connlttee and to the membership as a whole. Consequently we continued our grant of (2,200 per year to the Harvard Hcdical School to study this problem, A new grant of L10.000 for a yearns Intensive study of the problem was mado to the Johns Hopkins Hospital in Baltimore, the won: starting la July, 1952* 2, A new drug, Ca EBTA (calcium othylenedlaminetetraacetate) has been under Investigation as an antidote for lead poisoning. Indications are suffi ciently favorable and interest so broad, that we are serving as a clearin' house for infcreation and otherwise aiding in the development. 3, Our Investigation of the safety of red lead paints for water taijc interiors, which previously revealed sufficiently favorable data to rtrnve an objectionable paragraph from a federal specification, has been continued to assure us of adequate data to ccobat any future attacks on red lead in this direction. b. The Association is sponsoring and is represented on a caxdttee of the American Standards Association which will endeavor tc establish standards for the safe labeling of paint to be used on children's furniture and toys. 5. Oir efforts to have provided throughout the country adequate laboratory facilities to make reliable lead detoreinations to aid in accurate diag nosis of lead poisoning are bearing fruit. Host recontly this has been notice able in Cleveland and Salt Lake City. 6. Arran;orients were made to have a scientific exhibit, at no cost to us for space, at the annual meeting of the American Urdical Association in Hew Tork in Juno, 1953. Ibis vas by invitation and will be one of a greup of exhibits on childhood accidents. Ours will be devotod to educating doctor* in childhood plumbisa. 7. Eleven fiyyiene and Safety Bulletins rare Issued during 1952. Of these seven were Legislative Reports, mailod only to members who had signified an interest in thee. The data used in compiling the Legislative Reports hav* been useful in several instances in nipping ill-advised and discriminatfny state legislation in the bud. 6. Nearly 500 newspaper clippings featuring lead poisoninr, often in slteable headlines, rare received in 1952. Those involving the moet flagrant and obviousndnatatement of fact have been followed up with a view to correcting the underlying misconceptions. 9, Kany meetings of organizations dealing with our own health problem* were attended. In order to provide an adequate number of competent lead workers we have also promoted Instruction of load work In plumbers apprentice classes and have had the cooperation of member* In supplying materials to those claesr.s at low cost* 3. The publication of PLU1EED5' F3TW, on a four-tine-a-year basis, with circulation of approximately 26,003 in the plumbing industry, has been continued. It. Ha again had an exhibit at the annual convention cf the national Association of 1!astor plumbers. 5. Cur traveling exhibit, sponsored by this Division in cooperation with the Pigments and Chemicals Division, appeared at throe additional architectural colleges in 1952* 6. Althouh our booklot, "LEAD IS MCOEHS PLJUPKD" was given its major circulation in 1951, about 1,100 more copies were circulated as a result of inquiries received. 7. The text book on plumber's lead work, authorised at the beginning of the year to bo printed from a spoclal fund, ras completed at the year end. In the first 2$ months since its publication over half of tho total printing of 3,000 copies were sold. 8. The Federal Trade Comieslon acted favorably on our complaint against Plastic Lead, filed in 19L9, informing us that tho producer had agreed to dlssontlnuc tho unfair methods of competition of which we hsd cooplainod. 9. A member of tho staff has continued to devote approximately SO per sent of his time to the study and promotion of tho us* of lead in chemical construction. 10. Two lectures were delivered to college students during the year, cos on "IZAD AS AN EJOTKEERTNG KAT^IAL* at the Newark College of Engineering, and the other on "CG.'SCbJCN RESISTA'CE CF IJ1.D" as part of a short course on corro sion at Case Institute of Applied Technology, Cleveland, Ohio* 17. Our Soldering Subccmittec of tho Bracing and Soldering Comittee of the American "elding Society hold several a ctings during tho ye*r and has made ccxislderable progress towards the preparation of a Soldoring Handbook. Tho Ccrmittce is composed of representatives of four member companies who manufacture solder, under the chairmanship of a member of tho Association staff* 18. A number of articles which appeared in PLC'-EKS* F'fvLTf during tho year have bean reprinted in other plumbing publication*. 19. Although not at the expense of this Division, the Association's publication, "LEAD* has carried in each issue several articles on the use of metallic load products. 20. Also at no expense to this Division, the Association's new book "LEAD IN KOOEKN INDUbTiC" has many chapter* dealing with tho use of metallic lesd products. 21. Wo have continued to circulate to nambers housing bulletins listing public arc! military housing projects as anncuncod from Washington. 22. A staff member continues to serve on the Plumbing Advisory Comsdttos of the National Rosearch Council. 23. The cooperative project at tho Norfolk Kaval Shipyard was completed and two red lead systems were 8h<wn to be generally superior to tho other 15 systems tested, er.o of these red lead bottom paints has been solectod for a full-scale service test and 300 gallons aro nerr being manufactured at tho Shipyard Pa'nt factory. 9. Red lead Technical Lettor No. 7 was issued during tho year and circulated to approximately 10,000 people interested In tho manufacture, specifi cation, and use of metal protective paints. 10. This use amounts to sene 25,000 tons of lead content per year and new competition threatens an important part of this market. As a preliminary step the Association became a member of the American Ceramic Society and the secretary was invited to apeak at the annual meeting of that society in April. Ee addressed it on the lead supply outlook, shortages of lead in the past having been an Important contributing factor in accelerating the subetitutlon of other materials for lead. The Association approached Dr. 5. R. Schoirs, dean of the School of Ceramics at Alfred University, one of the outstanding ceramic schools of tho country, with the request that he make a survey of the ceramic industry and report to the Association what he coneiders lead's competitive position to be and what might be dono about it by our industry. After studying the problem. Dean Scholes reported that he thought the industry would be unwise to spend money to promote lead in this field, feeling that factors beyond our control would determine how much lead is used.
