Inspector Copley stated that his visit was not the result of a complaint but rather the "fact" that Abex was one of the three (3) highest rated facilities in the State of Delaware for potential health hazards. He further stated that he wanted to conduct a general walk around hygiene inspection; and-if _ warranted, a complete hygiene inspection would be scheduled at a later dats. Inspector Cep ley also made an off the record comment about the possibility of a safety inspection based upon our history. . As per your letter of July 17, 1961, Inspector Copley was informed that since he had neither a specific complaint nor a search warrant, Abex policy dictated that he must be denied entry into our plant.
