Company Ownership: The company began business in October 2016. Process Description: Reliable Diesel Performance ("Reliable") is a light and medium heavy-duty diesel engine (HDDE) repair shop. Reliable performs diagnostic checks on engines to troubleshoot issues. Reliable has been working on more HDDEs for emission control device issues. According to Reliable warranties are expiring on emission control devices. Reliable only performs diesel particulate filter (DPF) replacements because Reliable does not have the equipment to clean DPFs. Reliable mostly works Ford diesel trucks but also works on some gasoline engine vehicles as well. Reliable has removed emission controls from HDDEs for perfom1ance work on racing trucks. This represents approximately 10% of their business. Reliable has sold SCT and Bully Dog tuners. TOUR INFORMATION EPA toured the facility: Yes Data Collected and Observations: One truck that was currently being worked on was inspected by EPA. This truck belonged to a business in Indiana. The exhaust gas recirculation (EGR) was removed. EGR block off plates were installed. The original exhaust system was removed and laying on the floor next to the vehicle. A new straight pipe was installed in place of the original exhaust system. The OBD scanner was connected to the vehicle and the readings were copied. Photos and/or Videos: were taken during the inspection. Field Measurements: were not taken during this inspection. Page 2 of 4 CLOSING CONFERENCE Requested documents: Copy of work order for truck that was inspected Compliance Assistance: EPA indicated that any device Reliable sells that effects or potentially effects the emission controls or elements of design of an engine should have an Executive Order from the California Resource Board or testing data that indicated there is no increase in emissions out of the tail pipe. Concerns: EPA indicated that the removal of any emission control device will increase emissions from HDDEs.
