I met with Ms. Angel Martinez and Mr. Victor Gonzales, both operators within the WWTP Laboratory. Note: I spoke with Mr. Craig Byers the WWTP Superintendent by telephone prior to the Opening Conference. I presented my credentials to Ms. Martinez and Mr. Gonzales and informed them that this was an EPA inspection to determine the WWTP's compliance under the Clean Water Act (CWA). This CEI was conducted under the authority of the National Pollutant Discharge Elimination System (NPDES) permit program, in accordance with the CWA. The generation of this report is based on information supplied by Village of Los Lunas representatives, observations made by the EPA inspector, and records and reports maintained by the permittee (Village of Los Lunas), and the EPA. Before leaving the facility on December 6, 2023, an exit briefing was held with Ms. Martinez and Mr. Gonzales to explain areas of concern noted at the time of the inspection. FACILITY DESCRIPTION The WWTP is a major discharger with a design flow of 2.7 million gallons per day (MGD), with an average daily flow of approximately 1.3 MGD. The treatment facility is located at 1960 Heaton Loop SE, Los Lunas, Valencia County, New Mexico (depicted in Aerial Image #1). The WWTP facility serves a population of approximately 18,000. The facility is operated from 7:00 am to 4:00 pm Monday through Friday with a total of 13 full-time staff. An on-call rotating staff system is maintained on the weekends. The overall WWTP is a combination of two treatment processes with a combined sludge treatment and disposal process. The first treatment process is a conventional activated sludge (CAS) system which was first commissioned about 1980 and is still in operation with a rated capacity of 0.9 MGD comprised of a head works structure, two aeration basins, two clarifiers and an ultraviolet (UV) disinfection channel. The UV disinfection channel consists of two systems in series with eight modules containing eight bulbs each (totaling 128 bulbs). The CAS entrance works consists of coarse screening via a mechanical rake bar screen while grit is removed by an aerated grit chamber. Additionally, the CAS maintains an on-site generator in the event of a power outage supplied by a 300-gallon diesel fuel storage tank. The second treatment process is a membrane bioreactor (MBR) facility configured for biological nitrogen removal. The MBR was commissioned in 2009 and had a design capacity of 0.9 MGD. In 2015, the MBR was upgraded with additional membrane cassettes that increased the treatment capacity to 1.8 MGD and is comprised of anoxic basin, pre-aeration, MBR membrane basins and ultraviolet (UV) Disinfection. The additional membrane cassettes brought the total capacity of the WWTP to the permitted 2.7 MGD and an average daily flow volume of 1.3 MGD. Additionally, the MBR maintains an on-site generator in the event of a power outage supplied by a 660-gallon diesel fuel storage tank. Each of the two plants service different geographical portions of the community with approximately 21 lift stations (LSs) contributing to each plant (See Table 1 on Page 4). Raw sewage is received through a gravity line into the influent lift station. Flows from several nearby facilities and treatment structures, and a bypass line from the MBR plant are also plumbed to the influent line. The wastewater is then pumped to the entrance works structure, or it can be routed to the MBR entrance works for preliminary treatment. 2 Village of Los Lunas/ Los Lunas WWTP Inspection Date 12/06/2023 Permit Number NM0020303 Flow is measured by a nine-inch Parshall Flume before discharging into the biological treatment process comprised of two identical trains that are divided into two zones per train. Both zones are aerated by single drop tube-style aeration devices. Oxidized wastewater then enters the secondary clarifiers, which are followed by a UV disinfection system. The UV disinfection system consists of two banks of six bulbs each operating on an alternating basis. CAS plant effluent is pumped to a mixing box where it is blended with MBR plant effluent prior to discharge into the Rio Grande Bosque. The WWTP also maintains a groundwater discharge permit (DP-1889) issued by the New Mexico Environment Department (NMED), Groundwater Quality Bureau. The WWTP sludge processing facilities are comprised of two gravity belt thickeners, a belt filter press, an aerated digester, and a sludge drying composting bed. Final disposal of solids includes sending to a surface disposal site at the Village of Los Lunas Surface Disposal Facility (Sludge) (DP-1053) located at 189 Tren Road, Los Lunas, NM. Additionally, the sludge processing facility maintains an on-site generator in the event of a power outage supplied by a 695-gallon diesel fuel storage tank. Located approximately 100-feet southeast of the CAS clarifiers the combined MBR and CAS effluent discharges into a closed conduit pipe thence into the Rio Grande Bosques. Additionally, approximately 250-feet south of the CAS clarifiers lays an effluent reuse loadout station. The disinfected effluent is used for construction and other ancillary services. On-site back-up power Even though the WWTP is a non-pretreatment facility, the WWTP does have a program for monitoring the industrial users (IUs) that discharge to the WWTP. Currently there are two established IUs that currently have entered into individual wastewater discharge agreements for disposal of their effluent into the WWTP identified in Table 2 below. Furthermore, the Village utilizes a database application called Swift Comply for grease tap inspections as part of their Fats, Oils and Grease (FOG) program with respect to existing and/or new FOG contributors. 4 Section II - OBSERVATIONS Village of Los Lunas/ Los Lunas WWTP Inspection Date 12/06/2023 Permit Number NM0020303 I observed the following and/or information was provided or stated by WWTP Staff. In response to the EPA Request for Information (RFI) email, dated December 7, 2023 (reference Appendix 3), the WWTP (via Craig Byers letter dated December 14, 2023) stated that the existing permit with an expiration date of August 31, 2023, has been administratively continued and is currently being drafted by the permit writer. Various calibration labels were either missing or illegible. In response to the RFI dated December 7, 2023, the WWTP provided electronic copies of their equipment calibration and further stated that one of the laboratory certified thermometers was currently at the Scientific Laboratory Division to verify calibration and upon return the other will be submitted for certification. Various valves at the CAS and MBR are manually operated, while others at the MBR are an electric actuator type valve. The WWTP does not have a Supervisory Control and Data Acquisition (SCADA) system for monitoring and so do several of the lift stations. The system also includes Win-911 alarm notification software. The system utilizes programmable logic controllers (PLC) including an automatic dialer that calls out in the event of failure. It was stated the WWTP had experienced several Sanitary Sewer Overflow (SSO) events at lift station #7 in April 2021 and December 2021 and lift station #4 in September 2022. The WWTP had secure perimeter fencing; thus, limiting access. The overall WWTP's operations and maintenance (O&M), and general facility housekeeping appeared to be in good order. Section III - AREAS OF CONCERN A review of the submitted Integrated Compliance Information System (ICIS) Discharge Monitoring Reports (DMR) data for the period June 30, 2022, through January 31, 2023, indicates NPDES permit exceedances with respect to Total Suspended Solids (TSS), and Escherichia coli (E. coli) (reference Appendix 2). The Spill Prevention, Control and Countermeasure (SPCC) plan for this facility needs to be updated to reflect actual oil storage capacity. The Los Lunas Site Plan identifies approximately 2,100-gallons of fuel storage onsite. Under the CWA 311 and in accordance to the SPCC Rule in 40 CFR 112 (https://www.epa.gov/oil-spills-prevention-and-preparedness-regulations), an amendment to the facility SPCC plan is required when storage conditions change. The WWTP reported several SSO events at lift station #7 and lift station #4 from April 1, 2021, to September 22, 2022, respectively. 5 Village of Los Lunas/ Los Lunas WWTP Inspection Date 12/06/2023 Permit Number NM0020303 Section IV - RECOMMENDATIONS Preparation and implementation of a Wastewater Service Agreement with the Central New Mexico Correctional Facility. Ensure on-site laboratory calibration in accordance with recognized protocol including for temperature recording devices (thermometers), flow meters, automatic samplers, etc. Revise and update the existing SPCC plan. Ensure removal of vegetative overgrowth, which negates secure access and potential vermin attraction. Ensure the WWTP and all associated ancillary services or equipment have proper signage. EPA Region 6 inspector David Esparza conducted a closing conference at Village of Los Luna Wastewater Treatment Plant at approximately 1:00 PM on December 6, 2023, for the inspection. During the closing conference, David Esparza reviewed the Areas of Concern and/or Recommendations noted during the inspection. I immediately notified Andy Saiz with Advanced Environmental Solutions. They were able to mobilize to the scene by 8 am. Advanced Environmental called Atlas Pumping to come and suck up as much of the liquid waste as they could, they were able to remove approximately 1500 gallons. This waste was then transported to the Wastewater Treatment Plant and disposed of in to a lined drying bed. Advanced Environmental then used a water tank to mix up a 10% bleach solution and used this to disinfect the entire affected area. In the afternoon the Village of Los Lunas Street Division went to the scene and used the sweeper truck to wash and sweep any remaining debris. Before and after pictures are included. The cause of this overflow was that a power surge caused the pump in the #7 lift station to fail which then caused a backup in the system and an overflow into the parking lot and discharge from a business's sewer cleanout. We have added a couple of high-level floats to this station that will help to ensure this doesn't happen again. We notified the electric co and they found a bird had shorted the fuse at the powerline. Due to a separate issue the generator didn't kick on. We have notified our electrician of the issue and they are working to fix the problem with the Automatic Transfer Switch. We are also installing a back system that will notify in the event of a power loss. Once power was restored to the station the station started pumping normally. We had the Village of Los Lunas Street Division come to the scene and used the sweeper truck to wash and sweep any remaining debris.
