1 V July 2$, 1971 MZMORANDUM FOR THE RECORD * .. SUBJECT! RSVIDS 0? UKISISTOS AND WIDEST DUST BRCDUttNC FOTEOTIAL TESTING AT UNIVERSITY OF CALIFORNIA (DEHXELEY) ON JULY 23, 1971 Dr. B. S. Johnson and the undersigned met with Sr. J. I. (Leroy) Seller and ethers os the University 5t*ff to review progress a the subject testing program. The test site had bees changed from the Apprentice Training School of the Heat and Frost Insulators Union to one of Che laboratories of Che University, however, the test roes and all other aspects of the test protocol used la tasting unites: were id enticel to those used previously when unibestos sad the other asbestos containing charnel pipe insulation tutorials were tested. The change was taade at the request of the union, who felt it would not be is its best interests to continue testing in their building. Unibest vs. unibestos results are coopered in Attachment #1. In viewing this the threshold little value for asbestos of 5 fibers per cubic centimeter of air end for mineral fiber of 20 milligrams per cubic meter of air for total dust and 5 milligrams per cubic meter of air for the respirable faction should be Rapt in mind, While tmihegtoa asbeg .limit vaiue byalffiOBt 40 times ( total iust Tn air concentration* value and the respirable fraction dust in air concentrations were leas than the threshold limit value (=U) for headsswing. Said it another vr, Unibest Is not only potentially less hazardous than unibestos because of the substitution of mineral fiber for asbestos but also because of a significant reduction in both total and respirable dust in air concentrations. It is anticipated that the remaining tests will continue to bear out this lover dust producing potential of Unibest. The change from the phosphate clay binder to the silicate clay binder vas discussed with Dr. Seller. Copies of Che old and new foramlatioss were left with him. Dr. Johnson explained the reasons for the asbestos contamination of the Unibest noted by Dr. Balser. See Attachment #2. It is anticipated that the Unibest testing will be completed and the test report sent to us by August 6, 1971, at which time ve could meet with Pr. Lawton and Comander Sarboo.of BuhZD, Department of Che Navy. Lawton and Barbao will be attending the Kelsinkl Meeting described belw. The manuscript for publication of both studies (asbestos containing and naa-asbeatea containing) will be submitted to the Editor of either the Archives of Ecvirotssencal Health or the Journal of the American Industrial Hygiene Association. Acceptance WV-10958 ,y Meroorandun for Che Record Pege 2 1b er.cicljmed by December 1, 1971, *t vhich rice pre-prints stamped "Not For Reproduction" could be obteined from Dr. Balzer or the University end used by Pittsburgh Coming to thaw the marked reduction of health hazard that can be accomplished by the use of Uaibest. Dr. Balzer vill attend '*1he International Symposium on Safety end health in ,Shipbuilding end Ship Repairing" in Helsinki, August 3-Septeober 2 1971. He .vill report on both studies. See Attachment 92 He anticipates meeting with hr. John Price ia Helsinki. * Dr. Balzer agreed after publication of the combined study in scientific Journa to rewrite the manuscript for publication it a trade journal, such as the Jouraa of the National lojulatioo Contractors Association. Dr. Johnson proposed to Dr. Balzer that Pittsburgh Corning might wish his to mike a presentation on the combined study to selected management personnel in Pittsburgh Coming. Dr. Johnson vill look into this matter and then contact Dr. Balzer. Dr. Baiter advised that he would be leaving the University to go with private industry early this Fall but that this would not interfere with the completion of those things discussed above.
