Section I - INTRODUCTION PURPOSE OF THE INSPECTION EPA Region 6 inspectors Kerri McCabe (lead) and Uma Lad arrived at the Arkansas Production Services, LLC / Joyce-Farris Tank Battery ("facility") located from State Highway 7, straight on Hayes City Road (Ouachita CR 71), right on an oilfield lease road at 33.376733, -92.646367 in Louann (Joyce Community), Ouachita County, Arkansas; at 1430 on 12/03/2025 for an unannounced inspection. No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Arkansas Production Services, LLC / Joyce-Farris Tank Battery facility, which contains five (5) tanks for crude oil and saltwater separation and storage and one (1) active production well. Two of the tanks appeared to be out of service.

Section II - OBSERVATIONS
I observed the facility signage and an overview of the facility; see Appendix 1 (Photograph Log), Photos No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed the right side of the tank battery, see Photo No. 3. I observed the backside of the tank battery, see Photo No. 4. I observed the left side of the tank battery, see Photo No. 5. I observed the front side of the tank battery, see Photo No. 6. I observed two (2) tanks outside secondary containment that appeared to be out of service and not properly marked as "out of service," see Photos No. 7 and No. 12. I observed the transfer/production line for crude oil without a catchment bucket, see Photo No. 8. I observed the drainpipe for secondary containment without a cap, see Photos No. 9 and No. 10. I observed an active production well onsite, see Photo No. 11. Section III - AREAS OF CONCERN
No closing conference was held due to no personnel with Arkansas Production Services, LLC present during the inspection. Areas of concern at the time of the inspection include the following:
No catchment bucket and loose crude oil outside containment at the transfer/production line (Photo No. 8),
No cap on the drainpipe for secondary containment, (Photos No. 9 and No. 10), and Two (2) tanks outside secondary containment not properly marked as "out of service" (Photos
No. 7 and No. 12). Section IV - FOLLOW UP
Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed.
