INTRODUCTION The objectiveof the swnpling taskinthisstudy istocollectrepresentativseamples fortracelevelanalysisofFC residualst,oassesssources,dispersioninthe environment,and human exposureviathefood chain.The citieselectedforsample collectiownillbe considered'study' or 'controlc'ities.'Study'citiesareconsideredthoseareaswith FC productionfacilitioerslarge FC-consumers. 'Control'citiesdo notcontainFC productionor consumption facilitiaensd,are matched tostudy citiesbased on generallocation,populationsize,and drinkingwater source. During the initiaplhase of the studyphone callswere made to municipalagenciesrequesting accesstovariousmatricesof interestB.ased upon the levelof cooperationreceivedfrom the municipalagencies,appropriatesampling strategiewsere developed. The QualityAssurance ProjectPlan (QAPP) and theSurvey Plan containtheappropriateinformationconcerningthe matricesforcollectionand methods to be utilizedforthisprocess. The fullprojectsampling scope isaccomplished usingtwo fieldteams:1)Battelle'Dsuxbury Personnelcollectdrinkingwater,POTW, landfilalnd urban airsamples,and 2) Battelle'Msarine SciencesLaboratory(MSL) personnelcollectsurfacewater microlayer,bulk water and finfish samples. This reportsununarizesthe Duxbury team effort.A separatereportsummarizes the MSL activities. 1.1 Survey SpecificApproval OrganizationsinMobile Alabama responded favorablytosampling requestsatthePublicly Owned Treatment Works (POTW), themunicipaldrinkingwaterplant,and theMobile Fire Department (foratmosphericsampling)and grantedpem-iissiotno sample atthesesites. Pem-iissiownas not grantedforsampling atthe municipal landfillR.esponsiblepartiesin PensacolaFloridaalsoresponded favorablyand grantedpermissionforsampling atthePOTW, themunicipaldrinkingwaterplant,and the PensacolaFireDepartment (foratmospheric sampling).Permissionto sample was deniedatthePensacolamunicipallandfillT.able I highlighttshe citiesvisitedduringthissurvey and the approvalsgrantedby municipal departments. METHODS The collectioonf environmentalsampleswas conductedaccordingtoStandardOperation Procedures(SOP's).The SOP's used intheMulti-CityStudy were writtenby Battellaend are used totrainpersonalpriortofieldactivitiaensd alsoserveas a referencedocuments whileinthe field.These documents,alongwiththeQAPP, serveas theguidancedocuments forthe collectioonf fieldsamples.The methods used forcollectioanresummarized below. The collectioonf positiondata(latitudaend longitude)was completedateach samplinglocation usinga Garmin 12XL GPS unitaccordingtoBattelleSOP 3-164-01.Instrumentaccuracywas validatebdy comparing an acquiredpositionversusa positionof known location.The collection ofairsamples was completedusinga General Metals Model PS-1 atmosphericsampler.The samplingwas conductedaccordingtoBattelleSOP M3-MC-F-1. 1. The use of thissystem allowstheseparatecollectioonf particulataend vapor pliasecompounds usinga glassfiberfilter forparticulatmeatterand a polyurethanefoam PLTF forthevapor phase.Water samples from drinkingwatersuppliesP,OTW'S, and landfillwsere collectedaccordingtoSOP M3-F-2.0. Surfacewatersampleswere collectevdiadirectsubmersionof thesample bottle.Tap waterand drinkingwater,suppliedby themunicipalplant,were collectevdiaa valvesystem.Effluentwas collecteudsingeithera bucket or smallsamplingbeaker. Sedimentsampleswere collecteudsing BattellSeOP M3-F-7.0. Sediment samples were collectedusinga stainlesssteelspoon in Mobile,seeSection6 foran explanationof thecollectiopnrocedureinPensacola.Sludgein Mobile was collecteudsinga valvesystem,inPensacolaitwas collecteudsinga stainlesssteel spoon suppliedby thePOTW. 3.CHRONOLOGY Tables2-7 highlightheeventsthatoccurredeach day of thesurvey.Sample matrixcollection timeshave been transcribefdrom thesample log;allothertimeshave been estimatedbased on theeventsthattranspireduringthesurvey.Alltimes have been recordedinEasternStandard Time. After a discussion with one of the men on duty itwas discovered thatthe sampler stopped at approximately 0700 following a nearby lightningstrikethatcaused the electricaclircuit to trip. _ Complete airsample collectionc,lean the unitand collecttheBlank and Blank Spike samples. CollectSite2 tap water sample from PFD Station2. Conduct reconnaissance of the proposed quietwater site,no access was found to Crescent Lake. Privatecitizensowned allproperty surrounding the water body. Afterconsultingthe map a body of water was chosen for thequiet water sample. Itwas located at thecomer of Michigan Avenue and Mobile Highway. A callwas placed to Bernard Dahl of theEscambia County UtilitieAsuthority(ECUA) to coordinatethe collectionof drinkingwater, waste water,and treatedeffluent. Receive callfrom Tom Porter of ECUA, proceed to meet with him at ECUA 401 W. Government St. officeslocated at Following a discussionwith Mr. Porterwe were brought to theW St./ Avery SL pumping station. Following a brieftour and explanationof thestation'soperation,thedrinking water intakeand treatedwater samples were collected. Arrive atECUA headquarters forthe collectionof POTW effluentand sludge. We met with the shiftsupervisor who provided an employee to assistus in our sampling efforts. The effluentsamples were collectedby submerging thebottlesintothe effluentstream. The sludge samples were collectedusing a spoon from the conveyer beltthattransportsthe post centrifugedsludge to the incinerator. CollectSite3 tap water. CollectSite 1 surface water and sediments at a boat ramp on southern end of Texar Bayou CollectSite2 surface water and sediments from a rightof way on the eastside of Texar Bayou. CollectSite3 surfacewater and sediments at the end of Hyde Park Road. Discover Peridido Landfill(County Landfill)locatedat 13009 Buelah Rd. Buelah isa town locatednorth/northwestof Pensacola. Also collectedb,ut not includedinthe QA.PP, was a sample of quiet/undisturbesdurfacewater. This sample isintendedforuse ina long-term transportstudythatiscurrentlybeing conducted. The sampling locationsin both citieswere alteredfrom theoriginalsitedue to a lackof access. InMobile the areasurroundingthe suggestedinletwas industrializewdith no pointsof access.A barge constructioncompany was approached forpermittingaccessbut the manager denied us because of our inabilittyo disclosethe natureof our sampling. In Pensacola privateresidences surroundedthe initiaslampling location. 5.2 Onsite Observations Mobile, AL: The POTW islocatedadjacentto a coaldepotin a highlyindustrializeadreaalong therivert,hey discharge-500-1,000 feetoffshoreintothechannelof theMobile River. At surfacewatersitestwo and three,severalpeople were fishingand crabbing.The drinkingwater plantsampled was the smalleroftwo plantsmaintainedby'thecity.During peak production bothplantscan produce approximately 50 MGD. Those wellsarefittewdithcharcoalfiltertso remove thecompounds. The wellsampled was notfilteredT.he POTW sludgeisincinerated onsiteattheGovernment St.facility. 5.3 InstrumentationResults Air sampleswere collecteduringthesurveyusinga GeneralMetalsModel PS-1 airsampler. Accordingto SOP M3-MC-Fl. 1,theairsamplercalibratioinsacceptabliefitiswithin10% of theexpectedresultsT.o determinetheacceptableresultas calibratiownas conductedin Duxbury priortotheinitiatioofnthestudy.The 2 initiaclalibraticounrveresulteidna R valueof 0.997. The calibratiocnurvesgeneratedinMobile and Pensacolahad 2 R valuesof0.996 and 0.998respectivelyT.he percentdifferencien recordedvaluesfrom theinitiaclalibratiornanged from 0.0% to-5.6% forMobile and -3.9% to5.1% forPensacola. SitelocationisnMobile,Alabama were determinedusinga handheldGarmin 12XL GPS. The accuracyof theGPS unitwas verifiepdriortodepartingDuxbury by comparinga benchmark on Battellperopertyversusthelocationdeterminedby theinstrument.The differencbeetween the benchmark locationand theGPS measurement was 30 meters.Followingshipmentto Alabama theinstrumentwas reinitializeTdh.iswas conciuctedattheCoast Guard StationMobile on June 23'd.The resultosf theverificatiofnosreach samplingday inMobile arepresentedinTable 12. The resultof theverificatiofnorMobile isa differencoef 20 meterson June 23 and 0 meterson June 24 between positionsT.he instrumentwas lostduringshipmentfrom Mobile toPensacola, Floridaand was notused duringthePensacolasurvey. According totheQAPP, theminimum distancebetween sedimentsamplingsitespositioniss500 feet.The samplinglocationfsorMobile arepresentedinTable 10 withthefollowingresults calculateudsingtheGarmin GPS. The distancefrom Mobile Site1 toSite2 is1,267.2't,he distancefrom Site2 toSite3 is369.6'and thedistancefrom SiteIto Site3 is 1,531.2'T.he distancebetween Site2 and Site3 islessthantherequired500 feetbutwillbe accepted.The calculatioonf a lineardistanceusingtheGPS resultisna distanceoflessthan500 feetalthough itshouldbe notedfortherecordthattheactualdistancealongtheshorewas wellbeyond this minimum distance.The samples were collecteodn both sidesof a localizepdeninsulacreatedby thebridge abutment.
