MINUTES OF THE MEETING APRIL 8, Security Insurance Group National Assn, of Manufacturers ' On motion by Mr. Lampert, seconded by Mr. Crider and carried the Minutes of the April 8, 1974 Meeting were approved as distributed. IV. REPORT OF THE BOARD OF TRUSTEES MEETING President Casey reported on a number of major decisions agreed upon by the Board of Trustees at their Meeting on June 23, 1974. These included: A) NIOSH/TCL The Association has hired the Washington, D.C. Law firm of Howrey, ' Simon, Baker and Murchison to do a legislative search of NIOSH/TCL as it relates to 42 CFR Part 83. Copies of the material developed by Howrey, Simon, Baker and Murchison have been distributed to all members, and President Casey revealed that Mr. Wickens of this firm would address the June 26 Business Session. Mr. Casey also revealed the Board of Trustees has approved the legal expense for the development of the Opinion on 42 CFR Part 83 and has also approved a legislative search of 30 CFR Part 11 by Howrey, Simon, Baker and Murchison. B) PUBLIC RELATIONS Because of the expected legal expense and importance of the proposed NIOSH rules under 42 CFR^Part 83, the Board of Trustees.has tabled for the time being any specific action for an ongoing Public Relations Program. Mr. Casey reported the Trustees were impressed by the presentation made by Hill and Knowlton at the April 8, 1974 Meeting, however, in view of the above no specific action was taken at the June 23 meeting by the Board of Trustees. DKS 297 -- Jt C) NATIONAL SAFETY COUNCIL A communication has been received from the National Safety Council indicating the ISEA Display at their offices is in urgent need of repair and/or replacement. Along these lines. President Casey urged members to cooperate with the National Safety Council if they are in receipt of requests for new products for the ISEA Display. D) STATISTICAL PROGRAMS In connection with statistical programs, Mr. Casey indicated the Statistical Committee plans to. conduct a cost survey to ascertain the'proper fee for charging non-members for copies of reports. E) PRODUCT GROUP CHAIRMEN RELATIONS WITH GOVERNMENT AGENCIES It was indicated the Board of Trustees is anxious to have the various Product Groups coordinate.their relations with Government Agencies through the Board of Trustees particularly in those cases involving changes in Federal Regulations. Along these lines it was announced Vice President Edmiston plans to call a meeting of the Product Group Chairmen to discuss this further. F) CAPITAL EQUIPMENT EXPENDITURES President Casey reported the Board of Trustees approved at their Meeting an expenditure to date of $6,862.76 for furniture and equipment for the new ISEA Headquarters Office. G) MEMBERSHIP MATTERS It eas announced the Keller Glove Manufacturing Company, and the E-A-R Corporation were unanimously approved as new members. Also, it was revealed Mr. Harley Trice was elected'a lifetime Honorary Member. H) PRESS CONFERENCES President Casey revealed that he. Vice- President Edmiston, and the Executive Director would hold a Press Conference with the Press visitors in attendance at this meeting on Tuesday, Wednesday, and Thursday mornings immediately following the General Business Sessions to acquaint the Press with the business which transpired during these sessions. V. REPORT OF STANDING COMMITTEES a) Arrangements Committee - Mr. Stevens reported on the detailed plans for this Annual Meeting at the Ponte Vedra Club during the next four days. b) Bylaws Committee - Mr. Weiss revealed his committee has been actively working on the revision of the ISEA Bylaws. He indicated this was a major undertaking and urged interested members to offer suggested changes. DKS 298 -4- -- / c) Certification Committee - President Casey reviewed the attached report of the Certification Committee as prepared by Mr. Revoir. Distributor Relations Committee - Mr. Casey read a report from Chairman Charles Dick indicating the Distributor Relations Committee convened on May 29 in Anaheim, California with the SEDA Catalog Committee. He also indicated the Committee will meet at the SEDA Annual Convention in July. e) Executive Committee - President Casey announced the Executive Committee worked closely with the Executive Director in transferring the Association's files to the new ISEA Headquarters Office at 1901-North Moore Street, Arlington, Virginia. He also indicated new checking accounts have been established, and the Association's securities have been placed in a safe-deposit box at the Virginia National Bank in-Arlington, Virginia. f) Liaison Committee - Chairman Hirschmann of the Liaison Committee presented the attached report which summarizes the status of activities under this Committee . g) Planning Committee - Mr. Crider indicated his committee has assisted the Executive Director in a number of details in getting the new office established. He also indicated the Planning Committee is cooperating with the By Laws Committee in the revision of the ISEA ByLaws. h) Public Relations Committee - Chairman Lampert commented on the presentation made to the General Membership Meeting on April 8, 1974 by the Public Relations firm of Hill and Knowlton, New York City. He stated he felt the Committee had been a reactive committee up until the time of the April 8 meeting, but that from that point on he felt there was significant interest in some type of a positive Public Relations Program. He also reiterated however, that any type of Public Relations Program would have to be tabled until the current NIOSH problems are solved. i) Statistics Committee - Chairman John Slowik revealed the Eye Protection Group has received two quarterly statistical reports. He also stated the first report on Hard Hats had been issued and that the report on Hearing Protection would be released in the near future. Following Mr. Slowik's presentation, several questions were raised regarding the release of statistics to non-members. Mr. McGarry, the ISEA Counsel, commented on this matter and indicated statistics would have to be made available to non-members for an appropriate fee. Mr. Slowik stated he would explore this situation further with Ernst and Ernst to determine an appropriate fee for the dissemination of this data to non-members. It was decided before any figures would be distributed to non-members that this matter should be discussed further by legal counsel and Ernst and Ernst. j) Traffic Committee - President Casey reporting for the Traffic Committee indicated that there had been no new'developments. DKS 299 VI. KEYNOTE SPEAKER Mr. Glenford M. Shibley, Welsh Manufacturing Company, introduced John H. Johnson, Jr., Vice President Industrial Relations Department, National Association of Manufacturers. A copy of Mr. Johnson's effective presentation is attached. In the question and answer session following Mr. Johnson's presentation, he indicated the National Association of Manufacturers would be testifying at the July 18 NIOSH Hearing on certification of Personal Protective Devices. pKS 300
