A copy of the bill, as well as Congressman Ryan's statement in the Congressional Record of July 26th, is enclosed for your information. . You will recall that on May 19th, Congressman Ryan introduced H.R. 8576, which would have banned PCB, except for use in certain applications such as the dielectric fluid in capacitors and the coolant in transformers. Apparently, Congressman Ryan now feels that PCB's are even a more serious threat than he thought at that time and for this reason is seeking a total ban. ' We will keep you posted on developments.
