WISCONSIN AVENUE SUITE H OCONOMOWOC, WI 53066 (262) 784-1111 The Honorable Sean Duffy United States Department of Transportation 1200 New Jersey Avenue, SE Washington, D.C. 20590 RE: Support for Safe Streets and Roads for All (SS4A) Grant Secretary Duffy, I want to express my support for a Safe Streets and Roads for All (SS4A) Grant submitted by the Iowa County Highway Department related to the CTH C (STH 23 -- Golf Course Road) project. The CTH C corridor from STH 23 to USH 14 is a critical corridor for tourism in Wisconsin. Taliesin Visitor's Center, The House on the Rock Resort, and American Players Theatre all rely heavily on CTH C for a safe reliable highway for tourists seeking these destinations. Recreational enthusiasts frequent Tower Hill State Park located adjacent to the county highway for hiking, canoe/kayak, and camping activities. CTH C has been used numerous times as an alternate route for Oversized Overweight (OSOW) vehicles during construction projects in the area (USH 14 and STH 23 bridge and highway construction projects). Over the past 20 years, the section of CTH C from STH 23 to Golf Course Road along the Wisconsin River has failed via landslide multiple times, leading to immediate roadway closure and emergency repair to reopen the county highway. These areas of washout result in safety concerns to the traveling public. Inadequate drainage is present along CTH C including undersized drainage structures resulting in areas of erosion and undermining. This section of county highway is located on the Taliesin Bike Loop. The existing roadway section is narrow, including areas with little to no shoulder with limited sight distance resulting in safety concerns. The proposed road section includes a widened roadway with a designated bike lane and improved sight distance for added safety. The inclusion of bike facilities enhances recreational opportunities, promotes alternative modes of transportation, and positively impacts local tourism in the area. It also provides a direct route for bicyclists from the Village of Spring Green seeking destinations along CTH C. OST-2025-1200 Page 01973 PRINTED ON RECYCLED PAPER Sierra Club v. This project will positively enhance the quality of life for residents and will support continued economic growth in the Spring Green area.
