Both sources of vinyl chloride are included in the toxicological program because the original Italian work was conducted with material believed to have been derived mainly from the acetylene source. If results in the proposed investigation show positive results with acetylene-derived material and negative results with EDC process material, most U. S. manufacture may emerge with a clean bill of health. While most U. S. manufacture is via EDC process, there appears to be no objection on the part of other EDC process producers. We have not reviewed the proposed epidemiological study because no contractor or protocol has yet been decided upon. There is no certainty that this study will be conducted, but from limited information available we understand that $100,000 is a reasonable figure. We are proceeding to pledge support of the program with Dr, W. A. Knapp as our representative on the Technical Task Group. W. S. Schultze Subject: MCA Sponsored Vinyl Chloride Toxicology Studies The MCA has now come forward with a program to clarify the status of vinyl chloride monomer in reference to carcinogenicity. This program is now estimated to cost $350,000 and cover a 3-year period. Funding,of the program is proposed on a pro rata share of total industry capacity of vinyl chloride monomer and polymer. On the basis of ICD's published monomer capacity of 300 million pounds per year and Plastics Division's published PVC capacity of 140 million pounds per year, Allied's pro rata share would amount to about 5% of the total industry's capacity, or $17,500. In view of the fact that some of the smaller companies may not subscribe to this program, it is Plastics Division's recommendation that Allied limit its commitment to a maximum of $25,000, or 7% of the total project funding. RECOMMENDATION On the basis that Plastics Division will consume practically all of the monomer produced by ICD, it is the writer's recommendation that Allied's costs be equally divided between ICD and Plastics Division, or a maximum of $12,500 per Division. One item at issue appears to be the sharing of costs, coupled with the fact that the estimated funding is considerably higher than we had been led to believe. Mr. Ertel's suggestion that costs be shared on the basis of 1971 pounds produced by ICD versus pounds consumed by PAastlcs Division would appear to be reasonable. Dr. Knapp will continue to be available to assist the divisions, without charge except for travel expenses directly connected with this program. Please advise if we can be of any further assistance.
