Lead operator Steve Kilgore set the temperature setpoint at 151F. At approximately 2:00 p.m. the shell relief valve lifted. The reactor,, having just reached heat-up, was at 150F and 163 pounds of pressure. Steve had cut the jacket steam off approximately 8F before setpoint to avoid over shooting. The controller was not calling for cooling water. The "A" operator, Sammie Stokes, was near the bottom of 744 reactor. He went to the south side of the unit up wind of the reactor and activated the MSC system. Sammie Stokes notified Steve, who sounded the VC release alarm and shut down the dryers. Steve put emergency cooling water on the reactor. The relief valve reset in about 10 minutes when the reactor pressure was 100 pounds. No one was exposed to VCM. The dryers were down about 20 minutes. The all clear was sounded and the dryers restarted. The shift mechanic, Jimmy Walker, Sammie Stokes and myself reset the MSA system. DTH 000087221
