3M Company utilizes a process known as Sirnons Electro-Chemical Fluorination (ECF) to synthesize
organofluorinmeolecules.In thisprocess,organicfeedstocksaredispersedinliquida,nhydrous hydrogen fluoridea,nd an electriccurrentispassedthroughthesolutionc,ausingthehydrogen atoms on themoleculeto be replacedwithfluorineT.he predominantcomponents of theproductscreated by thisprocesshave thesame carbonskeletaalrrangementasthefeedstockused,but with allof the hydrogen atoms replacedby fluorineH.owever, fragmentatioannd rearrangementofthecarbon skeletoncan alsooccur and significanatmounts of cleaved,branchedand cyclicstructuremsay be formed. The degreeof fluorinatioonf theorganicfeedstockisalsodependentupon thespecific carbonchainlengthofthefeedstockand parametersoftheECF processsuch as electricaclurrentand thelengthof timetheprocessisrun.Itispossibleto synthesizfeullyfluorinateodr perfluoroorganic moleculeswhere allof thehydrogen atoms of thehydrocarbonfeedstockhave been replacedby fluorineatoms. Using theseperfluoroorganimcoleculesas basicbuildingblocks,unique chemistries can be createdby furthereactionwsithfunctionalizehdydrocarbonmolecules.
3M hasproduced sulfonylbased fluorochemicalcsommerciallyforover40 yearsusingtheECF process.A basicbuildingblockof suchproductsand thehighestproductionvolume fluorochemical 3M manufacturesisperfluorooctanesulfofnlyulorid(ePOSF). The electrochemicalfluorinatiopnrocess yieldsabout 35%-40% straightchain (normal) POSF, and a mixture of biproductsand waste of unknown and variablecomposition comprised of the following:
1) higherand lowerstraight-chhaoimnologs,i.e.n,-CnF2n+lSO2F,e.g.C,6Fl3SO2F, C7Fl5SO2F, C9Fl9SO2F which compriseabout7% oftheprocessoutput
2) branched-chain,perfluoroalkylsulfonyflluorideswith variouschain lengths,about 18-20% of the output
3) straight-chainb,ranched, and cyclic(non-fimctional)perfluoroalkanesand ethers,which comprise about 20-25% of the output
4) "tars"(highmolecular weight fluorochemicalbyproducts)and otherbyproducts,includingmolecular hydrogen, which comprise about 10-15% of the output.
Because of slightdifferencesin process conditions,raw materials,and equipment, the mixture produced by the electrochemicalfluorinatiopnrocessvariessomewhat from lot-to-loatnd from plantto-plant.The product thatresultsfrom electrochemicalfluorinatioinsthus not a pure chemical but rathera mix of isomers and homologues. The commercialized POSF derivedproducts area mixture of approximately 70% linearPOSF derivativesand 30% branched POSF derived impurities.

During production,byproductsand wasteproductsareformed. The volatilweaste products,such as perfluoromethaneh,ave been ventedtotheatmosphereinthepast,butplansarebeing implemented tocaptureand destroythesereleasesby thermaloxidationoverthenextfew years.The tarshave been landfilleidna hazardouswaste landfililnthepast,but areallcurrentlbyeing incinerateadtan in-houseor externalhazardouswaste incineratorT.he byproducts,many of which areincompletely fluorinatewdithhydrogen atoms stilplresent,canbe recycledback intotheECF processor are partialldyegradedin stabilizatipornocessesand dischargedtocontrolledi,n-house,wastewater treatment systems. The treatment sludge associated with the ECF process has been either landfilled
or land-incorporatedin thepast,but allof thistreatmentsludge isbeing landfilledoff-sitseince early
1998.
POSF isitselaf commercially viableproduct,but isprimarilyan importantintermediatein the synthesisof substancesused in many other 3M fluorochemicalproducts. The majorityisused to produce functionallyderivatizedfluorochemicalsand high molecular weight polymeric products.
Unique chemistriescan be createdby derivatizingPOSF through the sulfonylfluoridemoiety of the molecule using conventionalhydrocarbon reactions.POSF isreactedwith methyl or ethyl amine to produce eitherN-methyl or N-ethylperfluorooctanesulfonamide(MEFOSA or ETFOSA). Some of the MEFOSA and ETFOSA isisolatedto be used as intermediatesto be reactedto form othermaterials. The majorityof theMEFOSA and ETFOSA isnot isolatedand subsequentlyreactedwith ethylene carbonateto form eitherN-methyl or N-ethylperfluorooctanesulfonamido ethanol.These arethe principalbuildingblocks of the 3M product lines.

Therehas been area/sourcaeirmonitoringdataand/orsurfacewipe samplingdatacollectefdor thismaterialattheplant.Area/sourcesample resultasnd/orsurfacewipe sample resultasreused
to identifyareas with employee exposure potentialas partof exposure assessment under 3M's industriahlygiene program and arenot measurements of actualemployee exposures. Hence, they arenot included with thissubmission. Priorto 1999, these samples were consideredto be semi-
validated.
Surfaces in production and administrationareaswere sampled in 1998. A glassfiberfilterwetted with methyl alcoholwas wiped insidea 10 cm x 10 cm squarewith analysisby LC-MS. Results indicatedthe presence of these materialson floorsand equipment surfacesin production areas. This resultedin improvements to Hazard Communication practicesp,ersonal hygiene emphasis, personal protectiveequipment emphasis, and severalengineeringand administrativechanges.
The sample resultsof any airmonitoring are compared to 3M's voluntaryexposure guideline (EG) of 0.1 mg/m3 (milligramsof fluorochemicalper cubic meter of air)forvarious fluorochemicalcompounds, includingcompounds covered in thissubmittal.The EG is an 8-hour time-weighted average (TWA) personalbreathingzone exposure chosen to minimize potentialfor uptake.
