Box 44096 Baton Rouge, LA 70804-4096 Dear Mr. Von Bodungen: RE: EIS for 1987 The enclosed annual report is being submitted pursuant to Section 17.13 of the Louisiana Air Quality Regulations for the PPG Industries, Inc., Lake Charles Complex. The report is being submitted within the 30-day extension period from the March 1st deadline as granted by Mr. Atly Brasher of your office on Feb. 25, 1988 (copy of correspondence attached). One emission source has been deleted from the EIS for 1987. it was EIQ No. 104, Tail Gas Cl. Absorber, Plant A. This stack and associated equipment ceased service in 1986 and was dismantled in December, 1986. The following emission sources have been added to the EIS for 1987: EIQ No. 348B. Incinerator Scrubber fTanks) This represents continuous emissions from the WTU Surge Tanks and WTU Settlers put into service July, 1987, as a result of discontinuing use and beginning of closure activities of the WTU Surge Pond at that time. With completion of Surge Pond closure, a net reduction of 484.3 tons per year hydrocarbon emissions will be realized. EIQ No. 354. VCM-I Heavy Still Scrubber Vent This source was erroneously removed from the EIS, but not from the EIQ or grandfather status in 1985. While the source remains available for service, there have been no emissions from it sine 1984. These particular stacks are shown as having stack temperatures of 77F on the 1987 EIS tape. Listed b low are the seventeen affected stacks together with their correct temperatures. Rather than listing the highest applicable regulatory limits or allowable emissions (i.e., Table 8 values for particulates, 100 TFY for VOCs, etc.) for those sources not covered by specific permit limitations, PPG has chosen, in most cases, to list values which are somewhat lower for those sources. These pollutant emission values are based on past operating experience and are values which PPG can r asonably expect to maintain under the present operating conditions and control equipment efficiencies. PPG's permit limits are for total hydrocarbons (pollutant 10 43101) and are not speciated. Thus, for any particular EIQ having multiple listings of 43000 series pollutants, these have been consolidated into the single pollutant ID 43101 for the purpose of providing the "Permitted" and/or "Allowed" emission rates. The enclosed EIS tape providing the 1987 emission data from PPG Industries, Inc., Lake Charles Complex has been prepared using the specifications required by the agency, i.e., unlabelled, 1600 BPI, EBCDIC Character Set, 80 characters record length, one record/block with a total of 1,774 records.
