Emissions of Asbestos
Following up on my June 1 conversation, I telephoned Jim Crowder on Wednesday, June-Jj^^Asf^^aresultofour^Iay !25 letter, EPA has revised their standards pertheattachedi ion will note that the language is intended to allow for trace amounts of asbestos. It is my opinion that the language accomplishes this and that MK-4 would be judged as acceptable.
Crowder confirmed that it is the Durham, North Carolina office's conclusion not to accept, our recommendations regarding the encapsulating of asbestos in a wet gypsum binder; therefore, as written MK-3 would be prohibited^

The procedures, as explained byCrowder, are basically seven steps:
(1) The acceptance of the package by the Steering Committee. This is the .purpose of Slaughter's visit to Washington.
(2) Review by the Steering Committue: e,. .'...t*

(4) The North Carolina office releasing the standard to assistant administrators;
(5) Review by the assistant'administrators...

(6) Release to the Office of Management and Budget. (7) Director Ruckelshaus signs, holds a press conference
and announces the release dace. Slaughter is estimating that this will take place in early August, assuming that Step 1 take place within the next two weeks. Once again, Crowder suggested that we go to see Dr. John Middleton. He told me that other firms have gone to Middleton with their problems and that "seems to be the next best step."

"Paragraph C:v The spraying of asbeatoe is limited as follows:
Subparagraph 1: The spraying, on any portion of a building or structure, of any acoustical insulating, thermal insulating, or fireproofing product which contains commercial asbestos is prohibited.
Subparagraph 2: The spraying, in an area directly open to the atmosphere, of any acoustical insulating, thermal insulating, or fireproofing product which contains commercial asbestos is prohibited.
Subparagraph 3: Emissions to the atmosphere of particular matter from spraying of any acoustical insulating, thermal insulating, or fire proofing product which contains commercial asbestos, if such spraying is not specifically prohibited in Subparagraphs 1 or 2 of this paragraph, shall not exceed the amounts which would be emitted to the atmosphere if the area containing such spraying operations were enclosed in such a manner as to insure that the air containing such emissions is collected... and'the "air were treated in fabric filter.iinatallation as described in ~"" Section 61.23B or, where approved by the Admlnistor-because of special process conditions-, in wet collectors as described in Section 61.23D."
