Minutes of the Last Meeting l -6og The secretary took note of the following factual corrections t0 the minutes of the October 4-5, 1966 meeting: liVe 1. Item 2 - The words "and member" should follow "chairman" in the second paragraph. 2. Item 4 - The figure "200" in the second paragraph from the bottom of page L-601 should be considerably higher. 3- Item 6 - The word "clothes" in the second paragraph should be "clothing." 4. Item 8 - The word "associates" in the fifth paragraph should be "associations." 5. Item 13 - The designation "LAPI" in the second Instance shorn- be "API."------------- d 2. MCA Board Liaison ah e via0 riot mad' ref* Dr. Stevens said that the chairman's report on the activities of the LAPI Committee made before the December 13, 1966 meeting of the MCA Board of Directors as well received, and that the board feels that the committee is doing a fine job. 3. Rules of Organization and Procedure Following a 9 to 6 vote against rescinding the decision made at the May 11-12, 1965 meeting which called for the preparation of a draft of rules for organization and procedure, the chairman announced he win appoint a task group to prepare such a draft. Page 3 - The need to include an entry for what is now on pages 26, 27, and 28 was noted, as was the need for adjusting the entries to refits any changes in content. Page 5 - In the second paragraph, it was decided to change "The Federal Hazardous Substances Labeling Act ('i960)" to "The Federal Hazardous Substances Act as amended (1966) . It was also decided not to amend the wording to include reference to explosives or to radioactive materials. The matter of whether or not the page heading should retain the designation "MCA" or spell it out was left to the Manual Revision Sub committee. Dangerously Reactive Substance - It was decided by a vote of 12 to 1 alfer this definition to eliminate the heading "Dangerously Reactive ^stance" and to make separate definitions employing the headings Strong Oxidizer" and "Pyroforic Substance." Dust - It was decided to leave to the Manual Revision Subcommittee ., jiafier of whether or not to add "chemicals, " and the matter of adding 'impinging" after "grinding." Gas - It was decided to ask the Manual Revision Subcommittee to etermlne the accuracy of the use of the word "diffuses. " Highly Toxic Substance (Poison) - Under (3)* it was decided to ask ae Manual Revision Subcommittee to recommend a possible substitution for ''liter, " to decide about specifying "by volume, " and to decide upon ae inclusion of a reference to fumes. Name of Product! should read as follows: I "This is important information for the safety of handlers and user, It is preferable that the chemical name of the product be used. If the product is a mixture, those components which contribute substantially the hazard should be Identified. Trade names may be used in addition to chemical names. A non-descriptive code designation or trade name shou^ not be used as the only identification of a hazardous chemical, if the complete chemical name is not shown, the label should at least clearly state the type of chemical, e.g., 'corrosive acid, ' 'lead compound.' jn any case, identification should be adequate to permit selection of props, treatment in case of exposure." Instructions in Case of Fire, Leak, or Spill. Accident instructions should be as simple and brief as possible and advise the use of suitable materials for control. Labels should provide persons who handle containers during shipment and storage with appropriate instructions for confining and extinguishing and for cleaning up spills or leaks. Page 23 - A motion to amend the treatment of the boxed section to follow the API pattern was defeated by a vote of 12 to 5. Mr. Dlliberto also presented data developed by a CPC .bcommittee supporting the use of polyethylene bottles with fiberboard 5'verPaclcs as suitable for hydrogen peroxide. 0 0 , MCA Environmental Health Advisory Committee a Mr. Gormally reported on the January 9 meeting of EHAC, at which oorts from the various committees represented on EHAC were reviewed, said that the LAPI Committee had no listing of projects to submit, that EHAC considers the LAPI Committee activity to be definitely % the broad scope of environmental health. He also said that the oortlon of the December 16 EHAC meeting concerning the LAPI Committee's 'relationship to environmental health, in which the LAPI Committee ier ^airman participated, was not conclusive but was mutually helpful. ices The chairman gave his account of this discussion, which Included aention of EHAC's feeling that labels should be further developed and aade more uniform. 5. MCA Safety and Fire Protection Committee The chairman appointed the following to prepare or review labels :o be approved by the full committee and then to be incorporated into safety data sheets: F. D. Sparre (Sodium Cyanide), H. H. McIntyre and E. Wendt (Methyl Bromide), J. T. Gormally and H. H. McIntyre (Caustic Soda), and C. U. Demehl (Calcium Carbide). ;rs. The label for Phosgene, prepared by C. U. Demehl, was approved by the committee with two changes. The approved wording is as follows: Phosgene '8 DANGER: POISON GAS HARMFUL OR FATAL IF INHALED MAY CAUSE DELAYED LUNG INJURY Do not breathe gas. Use only with adequate ventilation and in closed systems. POISON S CALL A PHYSICIAN First Aid Carry patient to fresh air. Keep patient warm and quiet. If breathing becomes difficult, start oxygen inhalation through suitable equipment. In response to queries from the SFPC secretary, the committee expressed its feeling that safety data sheets should continue to inc, warning labels for the sake of completeness, and that the approved u<i standard paragraph which precedes the label section should continue t be used. 0 7. Inter-Industry Advisory Committee on Product Information meet!1 Mr. Hogan reported on the January 11, 1967 meeting of the advisory committee, saying that the committee felt it would be best to request MCA to spearhead the work being done in this country in connection wit* aiSni: jnter' Directives Nos. 179 and 180 of the European Economic Community Commiss'ijjjj. Z. Dr. Fiero made-this request in person 'on behalf of the advisory committee, and copies of his January 13 letter to members of the advisor it wa commlttee relative to the request were distributed. This letter also to MC urged that comments from the various associations represented on the flamm advisory committee relative to the directives be sent in soon. netho The chairman said he would reply to the request of the advisory committee when necessary further information is developed, and after checking with the secretary. recom the I point Dr. Fiero also distributed to the meeting copies of his January 13 letter (sent to the advisory committee) concerning the agreement reached *2* at the January 11 meeting about the proposed change in the ICC flash, point classification for flammable liquids. The agreement was that each association would discuss the matter and give the chairman its opinion on adding a new classification (such as combustible), and its opinion as to preferred test method. for t one, meet! Other matters discussed at the advisory committee meeting were mentioned briefly by Mr. Hogan. 9. European Economic Community Commission Mr. Masek, chairman of the Subcommittee on the EECC Directives, suggested possible things to be done at this point with respect to the directives. MMH: Febrn It was decided that the secretary, working with Mr. Masek, would obtain information regarding the latest moves by the EECC to provide a basis for further steps by the LAPI Committee. L-613 Liaison Reports Hammond said that there was nothing of particular significance ^'as-the LAPI Committee is concerned relative to API activities. Sparre also reported briefly on the "Questionnaire on Industry Concerning Regulations Under the Fair Packaging and Labeling to members of the Industry Committee on Weights and Measures !*:t Izested that it would be inappropriate for MCA to comment ~o~n the ? sUfpd regulations since they pertain to household products. roP3 Mr. Hogan reported that events which took place at the December 4 `of the CSMA Labeling and Regulatory Advisory Committee of particular ^ificance to the LAPI Committee are included in his report for the b*t''e^--industry Advisory Committee on Product Information. l pmposed Change in ICC Classification for Flammable Liquids 'h. r' - After digesting Mr. McIntyre's memo and after considerable discussion, #as decided by a vote of 18 to 0 that the LAPI Committee will recommend iHCA that it oppose a change in the ICC flash point classification for rjjjaable liquids. It was felt that no suggestion as to preferred test <;hod should come from the LAPI Committee.
