Section I - INTRODUCTION
Southwest Operating Inc. - Tyler / Pliman Lease Inspection Date: 03/03/2020
PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the Southwest Operating Inc. - Tyler oil and gas facility located near Quitman, Texas on 03/03/2020 for an unannounced inspection. There were no representatives of Southwest Operating Inc. - Tyler present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations.
FACILITY DESCRIPTION This facility is located on the Pliman Lease. This facility has a state identification number of: RRC # 00884. The operational status of the facility was unknown at the time of the inspection.
Section II - OBSERVATIONS I observed a drainpipe and valve in the secondary containment area. The containment area was dry, and I observed no damage outside the berms.
Section III - AREAS OF CONCERN There was a drainpipe in the secondary containment area.
Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA Region 6 SPCC program.
