Frohreich dated August 9, 1982 which asks for a review of all operating procedures and other methods for assessing potential areas of vinyl chloride release. It asks that a report be submitted to the Bureau of Pollution Control concerning our findings. The plant has reviewed the operating procedures and many other items. This report was submitted to the legal department for review but has not been reviewed by them. Follow up by the plant has not succeeded in obtaining a review of the report. 2. There is a great deal of information relating to a pond irritant at Aberdeen including a report submitted to the EPA under TOSCA 8 (d) (Attached). Any liabilities due to exposure to pond Irritant prior to closure should remain with Conoco. 3. Contained in a submittal from Tom Grumbles to Michele Mallory on Koveuber 29, 1982 is also information relating to TSCA 8 (d) reporting concerning plasticizers. I.
