McNeely Oil Company, LLC / Unknown Inspection Date: 11/05/2019 PURPOSE OF THE INSPECTION EPA Region 6 inspector K.W. Sanborn visited the R. McNeely Oil Company, LLC oil and gas facility located at latitude 33.360822 and longitude -92.79483 near Smackover, Arkansas on 11/05/2019 for an unannounced inspection. There were no representatives of R. McNeely Oil Company, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION The facility does not have a sign identifying it at the tank battery. Section II - OBSERVATIONS I observed bolted storage tanks on site at the facility. The facility also had a drain pipe and cap coming from the secondary containment. I observed some surface damage outside of the secondary containment area. Section III - AREAS OF CONCERN The secondary containment was inadequate due to the observed drain pipe within it. Section IV - FOLLOW UP EPA water enforcement will refer this facility to the SPCC program in EPA and conduct a follow up inspection in approximately 6 months.
