The fuel at this Facility is sold to the public. The Environmental Protection Agency's Facility records indicate the Facility has two, double-walled, jacketed-steel underground storage tanks (UST) that were installed in July 1995. Tank 1 stores premium unleaded fuel and has an 8,000-gallon capacity. Tank 2 stores regular unleaded fuel and has a 12,000-gallon capacity. Piping for all tanks is pressurized, flex plastic. Inspection Narrative On July 23, 2025, the EPA UST program personnel conducted an inspection at Teepee Service in Crow Agency, Montana. The EPA last inspected the Facility on October 14, 2022, and they selected it for routine re-inspection. Ms. Grabowski, the EPA inspector, spoke with the Facility owner on July 2, 2025, and sent a follow-up email to schedule the inspection and provide inspection details (see Attachment A). The EPA inspection team arrived at the Facility at 2:20 p.m. MDT. Ms. Grabowski introduced herself to the Facility owner and presented inspector credentials. Ms. Grabowski proceeded to conduct a physical inspection of the UST system as well as a review of Facility records. Copies of operation and maintenance records are in Attachment C. Tank Leak Detection Tank leak detection is conducted by a Veeder Root TLS 350 plus automatic tank gauge (ATG), which performs continuous statistical leak detection (CSLD) via probes in each tank. Records of release detection tests were maintained onsite from August 2024 - July 2025. The Facility owner obtained a record of annual operability testing for the ATG console and probes after EPA had concluded their inspection. According to the test record, which EPA picked up the following day, ATG operation passed for both tanks on April 9, 2025. The double-walled tanks are also equipped with interstitial sensors, which were tested and passed on April 9, 2025. Piping Leak Detection Piping leak detection is satisfied by electronic line leak detectors (ELLD), which perform monthly 0.2 gph tests. Records of piping release detection tests were maintained onsite from August 2024 - July 2025. The Facility owner obtained a record of annual operability testing for the ELLDs after EPA had concluded their inspection. According to the test record, which EPA picked up the following day, both ELLDs passed testing on April 9, 2025. Cathodic Protection Cathodic protection (CP) is not required at the Facility. The portion of tanks and piping that are in contact with soil are constructed from non-corrodible materials. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment The Facility owner obtained records of triennial testing for spill buckets and high-level overfill alarm after EPA had concluded their inspection. According to the test results, the spill buckets and overfill alarm for both tanks passed testing on April 9, 2025. Periodic Operation & Maintenance (O&M) Walkthrough Inspections Monthly and annual walkthrough inspections records for 2025 were maintained onsite. The 2024 walkthrough checklist had previously been provided to EPA via email. The last annual walkthrough occurred on July 1, 2025. Operator Training The Facility owner is also the designated Class A/B operator. Class A/B certificates were maintained onsite. The Facility owner emailed Class C training documentation to EPA on August 19, 2025. Financial Responsibility Teepee Service uses the Montana state fund as a financial responsibility (FR) mechanism. A certificate of FR as well as the DEQ operating permit were maintained onsite at the time of inspection. 2020026-TeePee Service Page 2 of 3 7/23/2025 UST Inspection Physical Observations The EPA inspector viewed the spill buckets/fill pipes, UDC sumps, tank top sumps, ATG risers, high-level alarm, tank vents, and the ATG console. The containment sumps and spill buckets were free of liquid and debris. The tank probe wiring appeared to be in good condition, and the ATG console indicated all functions normal. Inspection Conclusions and Recommendations At the end of the inspection, the EPA inspector filled out an Onsite Deficiency Identification Form (see Attachment D), which represents initial compliance recommendations at the time of the inspection. The Facility owner obtained equipment test records from the service provider later that day, as mentioned in the above paragraphs. Prior to departing the Facility, Ms. Grabowski stated that a full inspection report would be forthcoming, which includes the inspection checklist (see Attachment E). Ms. Grabowski provided the Facility representative with the deficiency form and retained a carbon copy for recordkeeping. Inspection Report Attachments A.
