All EPA inspectors presented our credentials to CBP Officer Brigita and informed her that this was an EPA inspection to review whether of some of the vehicle and engine shipments being imported through Port Everglades, are regulated under US EPA laws and regulations. The scope of the inspection was an evaluation of the compliance status under Title II of the Clean Air Act of several pieces of equipment and engines that were being imported into Port of Everglades. FACILITY DESCRIPTION A brief paragraph that contains the following information: Site Information (directions, manned or unmanned facility, special cases) No. of employees Operation hours (ex: 8760 hours per year) Very general description of processes, capacity, and products Section II - OBSERVATIONS Write this section as clearly and concisely as possible, using first person, active voice as much as possible (ex: "I observed ......" or "We saw...."). Use the following guidelines to document the inspection: Organize observations by regulation or by process unit with subheadings to enable easy reading. Include all observations, not just those that support an area of concern. Limit this section to a maximum of 8 pages. In some cases, summarize detailed observations in this section, and include the detailed observations in appendices. Use summary tables to clearly depict data, whenever possible. Reference photos and videos, which will be included in Appendices 1 and 2, as applicable. Section III - AREAS OF CONCERN 2 Port Everglades Florida / Port Everglades CBP CES Warehouse Bay 10 Inspection Date 02/08/2023 This section should summarize the inspection's findings. Do not use the word "violation" or assert areas of "noncompliance." If you observed no areas of concern (AOCs), this section should read "I observed no areas of concern at the time of the inspection" rather than "There are no areas of concern." Provide the details of the exit or closing conference: o Document AOC's discussed with the facility. o Note receipts provided to the facility for copies of records provided during the inspection. o Note if you provided copies to the facility of photographs or videos taken during the inspection. If you determine that there are additional AOCs subsequent to the onsite visit, document separately from the AOCs noted in the closing conference (ex: "I noted the following additional AOCs subsequent to the onsite inspection:"). Section IV - FOLLOW UP This section is optional. It can contain actions taken by the facility since the inspection and any other information that came to light (such as sample results) subsequent to the inspection. If there is no follow-up information, just type "None" or "Not applicable." Section V - LIST OF APPENDICES This section should be a numbered list of all the appendices in the inspection report. The Photo log should be Appendix 1. If a permit requirement is attached to support an AOC, only attach the permit cover page and the specific pages needed to document the permit requirement (see example in Appendix 5). Example format: Appendix 1 - Photo Log - 32 photos taken 2/12/13 Appendix 2 - Video Log - 6 FLIR videos taken 2/12/13 Appendix 3 - Opening conference sign-in sheet Appendix 4 - Process flow diagram Appendix 5 - Permit No. 1234-12345-V1 dated 11/30/11, selected pages 3
