Heugatter collected four wipe samples from the 11th floor, One Shell Plaza, to be tested for asbestos. ' The previous evening, walls and some ceiling tiles had been removed near 1109 OSP, in the quadrant bounded by Smith and McKinney Streets. No enclosures were built around the renovation area, as is specified in the HS&E Procedure for Working With Asbestos-Containing Materials in Office Facilities, Section D -Renovation and Remodeling. By the morning of September 23, fine dust had accumulated on furniture in this quadrant of the building. Wipe sample results are reported in Table 1. No asbestos was detected in these samples. A plastic enclosure was erected around the renovation area on September 23, and later revised to more closely meet Shell's procedure mentioned above. Openings where ceiling tile had been removed were covered with plastic. All office furniture in the area was vacuumed the evening of September 23, reportedly with a HEPA-filtered vacuum system. On Friday, September 25 renovation was complete and L. D. Heugatter performed clearance sampling prior to removal of the enclosure. It was established that the enclosure would remain standing until the clearance sampleresult was obtained. On Monday, September 28 a sample result of <0.01 fibers per cubic centimeter (f/cc) was reported, indicating that the enclosure could be removed and the area re-occupied. The enclosure, however, had already been removed over the weekend and a smaller one built around the door of 1103 OSP. This is also contrary to Shell's procedure mentioned above. We understand that as a result of this project, Office Facilities staff have reviewed the HS&E Procedure for Working With Asbestos-Containing Materials and has communicated these requirements to contractors.
