Boyd and Company on Vinyl Chloride/Polyvinyl Chloride Health Studies Literature Abstracts was presented by Dr. Boyd and Ms. Philamenia Hefter. This report was prepared as a sample work document to illustrate their company's activities in the review of 428 presently identified literature references on vinly chloride and polyvinyl chloride health effect studies. The report covers the listings and abstracts prepared on 100 of these documents. The committee agreed to review this material carefully and submit comments with respect to changes which would improve the usefulness of the material. After some discussion, it was agreed that this type of information stored in the Boyd Company's computer system would be extremely useful in future health study activities. It was further agreed that the Health Committee would recommend to the Steering Committee that the literature review and abstracting be continued to include all of the presently identified documents in the computer system. It was estimated that the cost of completing this review plus additional current documents would be approximately $40,000. It was agreed that the Steering Committee be requested to authorize expenditure on this project not to exceed $40,000 for the balance of the fiscal year ending May 31, 1981. It was estimated that the cost of updating this system with abstracts of current literature would probably run between $5,000 - $10,000 each subse quent year. It was agreed that this file should be open for information retrieval purposes to all presently active members of the PVC Safety Group on a cost basis. Some consideration was also given to making this file available to non-members of the PVC Safety Group at a reasonable charge to be determined. Other documents relating to the field will be considered and submitted for inclusion in the system after screening by the Health Committee. 2 - Other Regulatory Activities There were no other regulatory activities discussed as they were scheduled on the agenda of the Steering Committee's September 25 meeting. SPI-08995 3- 3 - NCI Plasticizer Studies There was a general discussion of the information available on the National Center Institute's studies on diethyl hexyl adipate and phthalate. Inquiries will be made as to the plans being made by the CMA committee consideraing these studies with respect to public statements regarding risk to workers and/or the public. (A draft statement for use by members of the PVC Safety Group will be prepared as may be required). 4 - Flammability Mr. Lawrence reported that the PVC Fire Safety Committee has been relatively inactive and that with the retirement of its Chairman, Dan Kent, attention must be given to the future activities of this committee. After some discussion, it was agreed that PVC producer members should be encouraged to take an active part in the combustibility programs of SPI's Coordinating Committee on Consumer Safety (CCCS). There being no additions to the proposed agenda, he called on Mr. Baise for a review of the EPA activities. Mr. Baise outlined the various alternatives which he feels the PVC Safety Group might consider in developing their future strategies as follows: S PI-09000 3( (a) Seek to rescind existing proposed '77 amendment and existing Vinyl Chloride Standard. (b) Strategy A plus oppose totally the proposed data gathering effort and subsequent amendments by TRW and EPA. (c) Oppose the proposed amendments because there is no health basts, but accept amendments favorable to the PVC Safety Group. (d) Work with EPA on revising standard to alleviate the PVC Group's compliants. (e) Do not oppose any EPA effort. (f) Work with Congress to amend Section 112. In considering specific tactics, Mr. Baise indicated the importance of being current on all factors relating to health and economics. He specifically recommended that a careful review be made of the economic analysis of com pliance costs included in the 1979 EPA national report to Congress. It was agreed that development of specific alternative recommendations would be left to the newly appointed Alternatives Committee. 2 - OSHA Mr. Heckman indicated that OSHA's Generic Cancer Policy is now considered to be based on a series of presumptions all of which are subject to challenge. There is a strong feeling that the finalization of the Generic Cancer Policy is very uncertain on the basis of the Supreme Court's decision on benzene. There is no indication as to what follow-up OSHA will make on the basis of their March conference on VCM and PVC health issues. The industry filed its basic comments on this conference and related matters on May 9, but plans to submit additional data as it becomes available. 3 - FDA Mr. Heckman reported that FDA is developing its "constituents" policy on risk assessment which deals with indirect food additives at extremely low levels not being a basis for restricting carcinogenic materials. SPI-09001 V -4- 4 - NCI Plasticizer Studies Mr. Gottesman reported that CMA has been reviewing the NCI studies on DEHP and DEHA. Although they are basically considering what additional toxicologic studies nay be useful in resolving the toxicological nature of these materials, they will be prepared to respond to any public enquiries on the NCI activities. There was a general discussion regarding the possible response which may occur at the time of the October IS meeting of the Board of Scientific Counselors at which time the DEHP studies will be reviewed. Dr. Cummin volunteered to provide liaison with CMA on draft statements which may be used if enquiries are received by the media or others. Because the interest of the PVC Safety Group may be somewhat different, SPI will prepare a draft statement for possible use in the event of direct enquiries of this subject. 5 - Health Committee Dr. Torkelson reported that the Health Committee is proceeding with the development of the "Physiologic Effects of VCM and PVC" file. The contractor, Daniel P. Boyd and Company, has prepared a bibliography of 428 documents deemed to be most pertinent. The abstracting of 100 of these documents has been completed and put into a computer program. The cost of this activity to date is $14,000. (Minutes of April 30, 1980 approved $18,000 for this project). The Health Committee recommended that an additional $40,000 be approved to complete this project over the next eight months. The Steering Com mittee approved the expenditure of these funds under the direct control of the Health Committee. 6 - Communications Comnittee Mr. Swetonlc reported for the Communications Comnittee and said that revisions are being considered In all of the existing position papers, addition, it will be prepaixug a response statement on the plasticizer issue. The Comnunicatlon Committee activities are well within the $6,500 budget allotment. 7 - Lawyers Committee Mr. Heckman called attention to his letter of September 8 on the petition for review of Section 120 noncompliance penalty rule. He recommended that SPI join other petitioners in order to provide some relief of the heavy financial burden that might be imposed without such a review and improvement of the interpretation of this section of the Clean Air Act. The Steering Committee approved the filing of such a petition. SPl-09002 5 8 - Fire Safety Committee Mr. Lawrence pinted out that Mr. Dan Kent, the Chairman of the PVC Fire Safety Committee, is retiring from B. F. Goodrich. Inasmuch as he has been a significant force In the activities of this committee, there is a question as to whether it will continue unless new leadership is provided. It was agreed that Mr. Lawrence would solicit volunteers for this committee's activities from all members of the PVC Safety Group. In the event that insufficient support for this committee's activities is provided, the members of the PVC Safety Group will be encouraged to increase their support of SPI's Coordinating Committee on Consumer Safety (CCCS), and their broad activities on combustibility issues. 9 - Alternatives Committee Reference was made to the minutes of the September 15 meeting of the PVC Safety Group's Alternative Committee. The statement of Mission and Purpose developed by this committee was unanimously approved by the Steering Committee. It was Indicated that the Alternatives Committee will be meeting on October 9 to develop the various alternatives as outlined in item 4 of the summary. 10 - Financial Report Copies of the Financial Report prepared by Mr. Palmer of PPG Industries were circulated (attachment B). This report indicates that there is approximately $100,000 on hand to carry the Group through November 30, 1980. It was agreed that the assessment of $125,000 previously approved for the second half of the fiscal year ending May 31, 1981 be invoiced. It was noted that Shintech, Inc., has dropped its membership in SPI and the PVC Safety Group. Mr. Walker volunteered to contact Shintech and encourage their continued membership. There being no further business to discuss, the meeting adjourned at 2:30 p.m. without a specific date set for the next meeting of this Group.
