Professor Richard L. Anderson 3349 Braemer Drive Lexington, KY 40502
Dear Professor Anderson:
We are pleased that you have agreed to review the enclosed draft report which documents Du Pont's analysis of trends in blood lead levels occurring during the second National Health and Nutrition Examination Survey (NHANES II). Confirming your phone conversa tion of January 17, 1984 with Dr.' Ronald D. 5n.ee., we understand your fee is $500 per day.
We anticipate that you'll need two to three days for a preliminary review, followed by a day for meeting and discussion, followed by a day or two for preparation of a report. If more time is needed, please inform us ahead of time, A general consultantship contract is enclosed. The terra of the contract is extended in case you provide consulting for us beyond our present need.
As Ron Snee indicated, our final report on NHANES II trend analyses will be submitted on February 15, 1984 to EPA as part of Du Pont's comments on the public review draft of the revised Air Quality Criteria for Lead. Consequently, as a tentative time table we would like to shoot for having a meeting with you by February 3.
Our goal is for EPA to amend appropriately the results and the presentation and implications of the results of work by EPA and CDC (see Section VII of our report) in light of our findings. In particular, the EPA formed a special statistics panel to review the analyses and results of others on the NHANES II time trend. The panel's report is included as Appendix 11 --D in the public review draft of the Air Quality Criteria for Lead, and is enclosed for your information. If you concur that our methodology provides insightful new information on understanding factors associated with the NHANES II blood lead trend, then your review, as an independent and recognized expert in the field, should help to ensure the EPA seriously considers our results.

Two additional items are encloseds an internal report by Dr. John M. Pierrard which presents a less detailed account of our methodology which may help as a preliminary overview; and, a New England Journal of Medicine article which presents the arguments used to ascribe nearly .al'l"of the reported blood lead decline to decline in gasoline lead use. The enclosures represent the key material you'll need initially. If you desire other references, especially on the material reviewed by the statistics panel, we'll be pleased to provide them.
